About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Performs surveillance inspection work at the Blue Grass Chemical Activity (BGCA) during the storage, shipment, maintenance, demilitarization, and destruction of chemical munitions including GB, VX, and H.
Duties
Mix various types of chemical and compounds which are used in the neutralization of toxic chemicals (liquid and/or vapor).
Operate and maintain decontaminating apparatuses.
Operate pressure gauges, torque wrenches, and adapters to release and re-apply pressure to containers to perform mechanical and physical tests on equipment to determine functioning and serviceability.
Operate a vehicle used for dispersing neutralizing agent for toxic chemicals.
Operate electric, gas, and/or diesel-powered forklifts with a lifting capacity of up to 15,000 pounds and heights ranging up to 168 inches.
Change leaking valves, vents, drums and/or containers.
Operate ammunition peculiar equipment (APE) to test and sample various chemical munitions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3, Non-Critical Sensitive security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
- This position requires the employee to use personal protective equipment provided by the employer.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- The incumbent of this position must be able to acquire and retain a Forklift License with a Gross Vehicle Weight (GVW) rating of 15,000 lbs or more, to haul equipment and a wide variety of chemical munitions.
- This position requires the ability to acquire and retain a Class B Commercial Driver's License (CDL) with a Gross Vehicle Weight (GVW) rating of 26,000 lbs. to haul equipment and a wide variety of chemical munitions.
- This position requires the incumbent to attain the transport hazardous waste certification.
- Participate in Chemical Incident or Mishap Response and Assistance (CIMRA) situations and serve on teams dedicated to controlling CIMRA situations after being trained for the particular duty involved.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Toxic Materials Handler/ Explosive Inspector ~ without more than normal supervision. The duties include operating material handling equipment and performing all aspects of duties packing a variety of materials, explosives, or hazardous wastes. Performs mechanical and physical tests on ammunition and their components. Knowledge of inspection techniques for munitions. Follow oral and written instructions which demonstrates the knowledge of and the ability to apply safety standards. Ability to operate pressure gauges, torque wrenches, and adapters to release and re-apply pressure to containers to perform mechanical and physical tests on equipment. Knowledge of inspection techniques for chemical munitions being maintained and preserved, modified, demilitarized, or subject to preservation or maintenance for quality standards. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: The inspector performs work on hard surfaces and in areas that require him/her to stand, stoop, bend, and work in tiring and uncomfortable positions. He/she frequently lifts heavy items weighing up to 18 kilograms (40 pounds) and occasionally lifts items weighing in excess of 18 kilograms (40 pounds). Work requires manual dexterity and mental, visual, and muscular coordination.
WORKING CONDITIONS: Work is performed inside and outside. Buildings have cement floors, and most are unheated. Occasionally work is dirty, greasy, and noisy. When working with toxic chemical filled munitions, he/she is required to wear protective mask, rubber boots and gloves, rubber apron, and other protective clothing to include Self Contained Breathing Apparatus (SCBA) and fully encapsulated protective clothing with supplied air.
There is a risk of conjunctivitis, pulmonary edema, and blood infection from exposure to toxic agents. Clothing must be removed, decontaminated, and showers taken before eating or going home. Is subject to urinalysis testing for drug and alcohol use. Incumbent must pass physical examination for working with and handling toxic agents and apply Cardiopulmonary Resuscitation (CPR) and first aid including self-injection of antidote to agent to which exposed. Work assignments involve a thorough knowledge of hazardous material handling, and related activities. Incumbent is required to successfully complete a variety of hazardous material classes. There is a possibility of exposure to hazardous chemicals and fumes from spills and/or leaks. Incumbent may be required to wear protective clothing (e.g., rubber boots, coveralls, goggles, aprons, gloves, respiration, SCBA, fully encapsulated protective clothing with supplied air, etc.).
