About the Position: This position serves as a Toxic Materials Handler/Explosive Inspector Leader for the U.S. Army Chemical Materials Activity, Blue Grass Chemical Activity (BGCA). Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee.

Duties

Provide instructions received from supervisor by assigning the immediate tasks to be performed by individual members of the group led. Answer questions regarding procedure, policies, written instructions, and other directives. Provide information to supervisor on status and progress of work, causes of delays, and overall work operations and problems. Obtain needed information or decisions from the supervisor on problems that come up during the work. Ensure plans, materials, and tools are available, and that any needed stock is obtained from supply locations. Work alongside other workers, setting the pace, and performing same duties as positions led.

Requirements

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Incumbent will be required to wear chemical protective clothing, respirators, and self-contained breathing apparatus with backpack.
  • Incumbent will successfully complete an initial program of classroom or on-the-job training covering hazardous waste management as well as annual renewal training.
  • Incumbent must meet the requirements of AMCR 350-4, Training and Certification Program for Personnel Working in Ammunition operations.
  • Obtain and maintain the following licenses: Valid state drivers license, Commercial Drivers License (CDL) and a Class B CDL with a gross vehicle weight rating of 26K lbs. with H endorsement for hazardous materials.
  • Alcohol testing is required. Must sign/date DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive under the Department of Transportation, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • Must qualify for and remain qualified for the Chemical Personnel Reliability Program (CPRP).
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • This is a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 15-JAN-2026. Employee will be subject to sign a SOU.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Toxic Materials Handler/Explosive Inspector Leader without more than normal supervision. These duties include passing instructions received from supervisor, assigning work to be performed, checking progress, compliance with procedures, methods, regulations and deadlines. I am skilled in addressing questions regarding procedures, proper work methods and policies. I am able to brief the supervisor on the status of work, causes in delay and overall work operations. I ensure that safety procedures are followed and that machine capacities are not exceeded and that tools are properly used. I am considered an expert and work with a high degree of independence. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability to Interpret Instructions, Specifications, etc. (Other Than Blueprint Reading)Ability To Lead or SuperviseDexterity and SafetyKnowledge of Equipment Assembly, Installation, Repair, etc.Knowledge of MaterialsTechnical Practices (theoretical, precise, artistic)Use of Measuring Instruments Performs work on hard surfaces and in areas that require him/her to stand, stoop, bend, and work in tiring and uncomfortable positions. Frequently lifts heavy items weighing up to 18 kilograms (40pounds) and occasionally lifts items weighing in excess of 18 kilograms (40 pounds). Work requires manual dexterity and mental, visual, and muscular coordination. Work is performed inside and outside. Buildings have cement floors and most are unheated. Occasionally work is dirty, greasy, and noisy. When working with toxic chemical filled munitions, he/she is required to wear protective mask, rubber boots and gloves, rubber apron, and impregnated underwear and other protective clothing to include Self Contained Breathing Apparatus(SCBA) and fully encapsulated protective clothing with supplied air. There is a risk of conjunctivitis, pulmonary edema, and blood infection from exposure to toxic agents. Clothing must be removed, decontaminated, and showers taken before eating or going home. Is subject to urinalysis testing for drug and alcohol use. Incumbent must pass physical examination for working with and handling toxic agents and apply Cardiopulmonary Resuscitation (CPR) and first aid including self-injection of antidote to agent to which exposed. Work assignments involve a thorough knowledge of hazardous material handling, and related activities. Incumbent is required to successfully complete a variety of hazardous material classes. There is a possibility of exposure to hazardous chemicals and fumes from spills and/or leaks.
