Duties
This Program Analyst position is located in International Operations (IO), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the senior desk officer responsible for planning, formulating, and presenting transportation security projects for review by senior officials.
Represents IO in intelligence briefings and coordinates with TSA Intelligence & Analysis on issues related to the AOR including FVEY type engagements and information sharing.
Plans and conducts complex analyses involving global transportation security programs, plans, initiatives, data, and intelligence products.
Provides innovative guidance and leadership in the development, coordination, dissemination, and implementation of comprehensive operational policy and procedures.
Leads special initiatives or assignments that require project development and the development of effective solutions.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Applying analytical methods and techniques to evaluate transportation security programs and to improve organizational effectiveness and efficiency;
Demonstrating a working knowledge of international transportation security standards, policies and programs to provide recommendations on complex transportation security issues;
Collaborating with key stakeholders and international officials to implement changes in aviation security measures and mitigate vulnerabilities.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
