This position is located within Counterintelligence Directorate, Security Division. This division is responsible for intelligence security oversight for the Department of Energy (DOE), ensures a secure environment for intelligence information in support of DOE and other National Security programs and policies, manages the Director for National Intelligence (DNI) Sensitive Compartmented Information (SCI) programs, and provides oversite and security support to the DOE intelligence complex.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-15, Supervisory Security Specialist, you will: Advisor to the Division Director and senior leader of all intelligence security activities across the Department of Energy (DOE) Complex. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees. Manage a staff of federal and contractor security professionals responsible for all security disciplines related to Sensitive Compartmented Information (SCI). Develop and maintain physical, personnel and information security policies to ensure the protection of national security information, restricted data and SCI information. Maintain awareness of new security developments and make recommendations to the Division Director regarding security issues.

Requirements

  • May be required to successfully complete a one year trial period.
  • May be required to successfully complete a one year supervisory probationary period.
  • Must obtain and maintain a current "Q" security clearance.
  • Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
  • Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • You must submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • May be subject to work other than normal duty hours, which can include evenings, weekends, emergencies, and/or holidays in order to provide security support to DOE policymakers, particularly during periods of crisis.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as: Analyzing metrics and trends to develop recommendations for improvement to production, quality of work, or quality of work life balance for personnel; AND Reviewing adjudicative determinations or Sensitive Compartmented Information (SCI) Access Waiver Requests to proposed recommendations for suspension, revocation and denial of SCI Access; AND Overseeing programs or initiatives to include resource planning and development, budget formulation and executions, or strategic planning, for day to day operations accomplishments; AND Collaborating with senior level managers regarding security concerns or issues to the organization's mission. The OPM Group Qualification Standard for this position is: 0080 - Security Administration Series "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
