This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Human Capital Management (HCM). The incumbent develops, delivers, and manages Human Resources Information Systems (HRIS) for analysis and resolutions of various pay and appointments.
Duties
Serves as an expert in the development, implementation, operation and ongoing assessment of HR Information systems (HRIS) programs.
Manages automated HRIS and applies high-level data systems skills and practical HR management expertise.
Works with HR and IT specialist in demining technical needs, requirement and systems specification, spectrum of HRIS and HR automated records management administration functions.
Assists in developing strategic plans for the development, enhancement, maintenance, and future development of the HCM information systems.
Provides management advisory services to all levels of Agency employees. Developing and interprets policy for Human Resources disciplines as it relates to HRIS programs.
Analyzes quality control queries, personnel/payroll data reconciliation, rejects actions and reports to determine trends, problems areas ad recommend modifications.
Develops, interprets, and analyzes data extracts and quality control criteria, profile reports, error control criteria, and various system queries from automated HR databases.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Non-Critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience: You must have at least 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as: Applying expertise in Federal HR operations to participate in the review and development of HR management information systems; including troubleshooting, analyzing, testing, interpreting, and developing data, processes, and requirements. Providing training and guidance on HR management information systems (automated Staffing and Recruitment systems, payroll processing, timekeeping and HR Management reporting; developing customized reports, provide the status of operations, provide quality review and transactional compliance of HR programs, and Assisting HR and IT personnel in determining HR system functionalities and requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at this grade level.
