This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville NC, VA Coastal Health Care System, Engineering Service, Project Engineering and Design Section.
Duties
Duties include but not limited to:
Organize, maintain and update as-built electronic and plotted drawing files
Participate as a key element in structuring the organizations files for the future and implementing advanced technology such as BIM and 3D scanning
Assists engineers and technicians in the performance of facility engineering design projects involving the repair, maintenance, or modernization of equipment, systems, or structures of moderate scope and complexity
Responsible for development of designs, for facility projects requiring independent application of background data, interpretation and use of numerous precedents, and coordination of several skills and trades
Monitors and maintains the Revit/BIM AutoCAD Drawing Library, ensuring that drawings, tracings, and sketches as related to project assignments are maintained in a systematic manner, numerically and chronologically
Participates in engineering surveys and initiates, formulates and adapts design plans
Routinely provides original detailed drawings utilizing the latest AutoCAD computer system to implement the finished product
Prepares space requirements, drawings, layouts, and plans for proposed additions, improvements, alterations, modifications, repairs, and equipment installations, utilizing written specifications, photographs, sketches, and models
Participating in engineering surveys and initiates
Exercising a practical knowledge in the area of construction requiring a thorough understanding of the construction process, materials, operations, and a working knowledge of mathematical formulas and principles
Conducting on-site surveys identifying both short- and long-range work requirements while considering the present and future mission of the facility.
Preparing plots/prints in quantities required for specific purposes
Devising and recommending alternative methods for solving professional problems that may arise in day-to-day operations
Drawing upon substantial personal experience and expertise in the field and uses appropriate technical guidelines to resolve problems
Conducting interviews with facility end users to determine and identify requirements prior to proceeding with the development, designs, plans for facility projects
Reviewing previous blueprints, specifications, drawings, and plans
Verifying requirements, assures accurate dimensions

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in drafting. Skill and ability to operate Computer-Aided Design (CAD) equipment. Extensive knowledge and experience of computer aided design software and hardware used in the design and contract administration process. Incumbent must have proficient knowledge of many software applications including internet access, word processing, spreadsheet, cost estimating, design and presentational software. Thorough knowledge of the equipment, facilities, and utility systems used in a health care environment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years of graduate education or a master's degree in a field directly related to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year of graduate level education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires long periods of sitting or standing in one position, climbing up ladders and crawling under buildings, visiting active demolition and construction sites, and sometimes being exposed to the elements.
