This position is location within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville NC VA Coastal Health Care System, is located in the Engineering Service, Project Engineering and Design Section.

Duties

The primary duties of the position involve coordinating, technical overview, and inspection of construction projects and programs, as well as other technical assignments involving application of engineering principles using judgment and accepted engineering design and construction practices. Major duties and responsibilities include, but are not limited: Perform work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt and apply many guidelines, precedents and engineering principles and practices. Serves as the Contracting Officer's Representative (COR) for construction projects. Attends and actively participates in pre-bid and pre-construction conferences. Reviews shop drawings and submittals from contractors during construction of new structures or renovation of existing structures for compliance with contract drawings and specifications. Observes and inspects construction at all stages to identify and report discrepancies with contract documents, to assure compliance with OSHA Standards for the Construction Industry, and to forecast and resolve potential problems before they impact project schedules. Reviews and responds to requests for information from construction contractors by investigating plans, site conditions, existing building, and utility conditions, troubleshooting building system operations, and researching facility record documents. Reviews change order requests from contractors for accuracy and cost control, and assist the contracting officer in price negotiations, when necessary. Investigates the need for construction contract changes, completing field measurements and computations, recommending elements of change in designs. Prepares independent government estimates for the value of any required construction change. Coordinates construction phasing, outages, schedule, and infection control measures to assure compliance with contract documents and to assure minimum interruption to continuous medical center operations. Prepares progress reports to track progress and quality of construction projects, and processes contractor payment requests. Responsible for conducting final inspections to ensure work has been accomplished in accordance with contract drawings and specifications. Assists consulting architects and engineers with design of competitively bid construction, maintenance, and repair work. Coordinates all assigned design projects, from conception to completion. Works with service chiefs, engineers, and contracting to prepare project applications, conceptual plans, scope of work and construction documents, etc. Performs field measurements and gathers engineering data necessary for preparing construction drawings and specifications. Ensures record drawings are maintain for all station structures and grounds, working with CAD staff and utilizing AutoCAD programs. Attends as an active member of the Construction Safety Rounds weekly reviewing all active projects for safety issues. Attends as an active member of the Construction Safety Committee that meets monthly discussing safety issues. Assists with identifying construction work indicators, progress measures, and objectives, as well as identifying problem areas or inherent weaknesses in work processes, procedures, information systems and content. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Individual Occupational Requirements (IOR) Series Definition: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. SPECIALIZED EXPERIENCE: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Physical Requirements: The work requires long periods of sitting or standing in one position, climbing up ladders and crawling under buildings, visiting active demolition and construction sites, and sometimes being exposed to the elements. There is occasional exposure to high voltage, high noise levels, and the possibility of electrical shock, bums, cuts, and bruises. Incumbent must be capable of applying physical dexterity when necessary to reach or check work in crawl spaces, elevated areas or locations of difficult access. Project inspections require a great deal of walking, climbing, standing, and bending. Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position. Work Environment: Work is performed under a variety of conditions at construction sites (indoor, outdoor, dirty, dusty, greasy, hot, damp, etc.) and in an office or shop setting. Normal safety precautions apply with use of safety shoes and hard hats regularly, and special equipment occasionally. Incumbent will be required to visit a variety of hospital environments, including general medical and surgical, behavior health, and nursing home care. There is occasional exposure to high voltage, high noise levels, and the possibility of electrical shock, bums, cuts, and bruises. Work is also performed in an asbestos contaminated area on a limited basis. Adequate safety procedures, training and personal protective equipment are provided to make the work environment as safe as possible.
