About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Transnational Directorate, Weapons of Mass Destruction Division, Charlottesville, VA 22911.

Duties

Serves as a Chemical and Biological (CBW) full performance, all-source intelligence analyst in the Weapons of Mass Destruction (WMD) Division. Produces all-source, finished scientific and technical (S and T) intelligence products in response to Department of Army (DA) and Department of Defense (DoD) policy, planning, and acquisition customer requirements. Monitors worldwide advancements in biosciences of military interest with special emphasis on biology, microbiology, pharmacology, and toxicology with potential impact to future military operations. Develops overall analytical objectives, project scope and emphasis through an assessment of customer requirements, activity and agency mission objectives. Collaborates extensively with the intelligence community to leverage expertise, integrate analysis, and resolve analytical issues. Designs innovative methodologies and produces targeted intelligence products, including forecasts and overall capability assessment related to CBW. Briefs CBW assessments to DA and DoD decision makers. Provides timely, authoritative and sound advice and recommendations on assigned intelligence specialty areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary Duty (TDY) travel may be required, up to 25% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
