This position is located in the Office of the Chief in Health Administration Service at the Miami VA Healthcare System. The incumbent must possess basic knowledge of analytical, planning for a variety of software programs integral to the overall administration and operations of the business process.

Duties

Duties include, but may not be limited to the following: Ensure the business process in in place to support the implementation of new and updated information technology systems. Ensure continued business operations supporting the services with an overall understanding of the integration of business/workflow process, software applications, user interaction, and the data to support those functions. Provide analytical, planning and oversight for a variety of software programs integral to the overall administration and operations of the business. Conduct business process modeling, projects, and studies that will impact on the overall functions of the services in such areas as policy development and implementation, work methodology, processes, streamlining, program/service goals and objectives, staffing plans, etc. Responsible for the coordination, planning implementation and training for service and facility staff in business and functional areas for various information technology. Work with the Patient Information Management System (PIMS) core package. Provide assistance, training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Provide training for individual users on daily operational tasks and trains new users. Train service employees and facility employees in the use of PIMS programs, such as scheduling. Maintain reference material for the service. Serve as the point of contact for OI&T equipment replacement/installation with all other services. Use business metadata that allows the ability to provide information related to continued business operations and external requests. Participates in the establishment of administrative qualitative standards. The Full Performance Level is GS-11. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: such as utilizing computer software programs to develop procedures for validation of data input. Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Designs and develops dissemination and training materials, and local standard operating procedure (SOP) manuals. Assesses individual needs to determine the appropriate level of menu access for staff. Responsible for the preparation and implementation of business contingency plans for system failure specifically addressing manual systems backup plans. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education leading to such a degree. You will be rated on the following Competencies for this position: Database AdministrationDatabase Management SystemsEducation and TrainingSecurity Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
