This position is located in the Assistant Manager for Programs and Project and is responsible for leading engaging and collaborating with the Plutonium Production Matrixed Execution Team members, Program/Site Action Officers, M&O Partners, and field office personnel to ensure a consistent and integrated planning approach across the U.S. nuclear weapons enterprise as well as facilitating communication among the technical communities and ensuring long-term viability of NNSA's Mission.

Duties

As a General Engineer/Physical Scientist (Plutonium Execution Manager) you will: Provide vision, leadership, and direction for the Plutonium program as the on-site federal presence providing communication on goals, priorities, and actions in a clear, concise, informative and timely manner. Control, coordinate and provide leadership, guidance and direction for the technical and administrative aspects of assigned missions and programs and review and evaluate their progress to assure that work is performed in compliance with existing DOE/NNSA orders and regulations and in accordance with the appropriate program guidelines and assumptions, interagency agreements, and within financial and schedule constraints. Represent management at agency level interagency meetings relating to Pit Production and associated activities. Effectively develop organizational capabilities and integration of objectives to successfully maintain operational awareness, monitoring, integration, and periodic evaluation. Collaborate with Management and Operating (M&O) senior management for the technical, program representative, and contract management advisory boards, councils and committees, and requires the incumbent to represent NNSA at various levels before these groups in support of the Plutonium Product mission and associated activities; (e.g., work implementation/authorization plan approvals for NA-19 and other NNSA program and Functional Offices). Analyze and evaluate technical and administrative progress and status of the Plutonium Production mission and related programs making necessary recommendations to the Field Office Manager and assuring program objective achievement. Provide senior leader expertise, advice, and guidance to the Field Office Manager and HQ's Program Managers on a broad range of complex and sensitive matters.

Qualifications

Specialized experience for this position is defined as 1. Demonstrated ability to effectively work with multiple high-level stakeholders (e.g., within the DOE/NNSA, Contractors, local, state and federal agencies, Congress, etc.) on programmatic matters. 2. Demonstrated ability to manage available resources to achieve authorized work scope while ensuring programs and projects remain on schedule and within budget. 3. Demonstrated knowledge of program and project management principles. 4. Effective oral and written communication skills with a demonstrated ability to communicate with multiple high-level stakeholders (e.g., within the DOE/NNSA, Contractors, local, state and federal agencies, Congress, etc.) to achieve mission objectives. 5. Demonstrated ability to coordinate resources, align schedules, manage risk, identify and establish interfaces, and control change associated with a program or project to achieve mission objectives. 6. Education

This position has a positive education requirement.

All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series. Transcripts or other proof of required education MUST be included in application package.

General Engineering- 801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). Physical Scientist -1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
