About the Position:Position is located in the Mission & Installation Contracting Command, Enterprise & Installation Operations, Contract Management Division, Ft. Belvoir, Virginia. The Mission & Installation Contracting Command supports installation and garrison operations on Fort Belvoir and other installations in the National Capital Region.

Duties

Perform analysis of proposals received to identify areas subject to negotiation. Process a range of complex pre and post-award functions to procure a variety of complex items and/or services. Prepare complex contract awards in accordance to policies or guidances to make award recommendation. Conducts complex negotiations with contractors at all levels of contracting from solicitation through post-award modifications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires temporary duty (TDY) travel up to 10% of the time.
  • The incumbent of this position is required to obtain and maintain a Secret security clearance.

  • Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes the ability to: (1) Implementing contractual regulatory guidance and process for the procurement of goods and services. (2) Evaluate quotes, proposals, and pricing and prepare price negotiation objectives and memorandums. (3) Performing complex pre-award procedures to plan/conduct the contracting process. (4) Performing complex post-award procedures to plan/conduct the contracting process. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. You will be evaluated on the basis of your level of competency in the following areas: Close-Out ContractsContract AwardContract Performance ManagementPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
