Function as the Program Specialist/Event Planner of the Public Affairs section of the Directors Office for the Orlando VA Healthcare System (OV AHCS) and reports directly to the Public Affairs Officer. The incumbent performs a variety of duties in a constantly evolving, complex and diverse healthcare system which provides all internal and external efforts of official and unofficial visits of VIP stakeholders and the planning and execution of events across a vast geographic catchment area.
Duties
Duties consist of the following, but are not limited to:
Acts as the subject matter expert on protocol and events coordination for the Orlando VA Healthcare System, including but not limited to military and civilian protocols as well as religious or cultural events as allotted.
Provides assistance to the Office of Public Affairs, the Executive Leadership Team (ELT), and others as delegated, regarding official and/or social functions, program events, visits, conferences, award and retirement ceremonies, federal holiday events within the VA and with our community partners and other services as delegated.
Works projects and collaborative efforts as the lead delegated by the Public Affairs Officer with continued oversight of the event or program in its totality.
Works with and coordinates with staff to assist with the facilitation of special events throughout the organization.
Makes arrangements for EL T to support social functions and events including room selection and setup, decor, separate location options as well as alternative options due to weather, menus for food and beverage options, seating arrangements for official functions, and all pertinent logistical needs for the event experience.
Works with Police Service and Environmental Management Service to arrange flags to be utilized for official functions and ceremonies and determines proper flag sequence.
Establishes and maintains event records for proper retrieval and archival purposes.
Formulates and recommends policies, processes, and procedures for functions related to the work of the agency as it relates to conducting health system-wide/corporate events.
Advise and assist personnel at subordinate echelons on carrying out community relations activities, furnishing policy guidance, developing directives for policy procedures, and evaluating the organization's needs.
Collect and summarize input from specialized groups or individuals through surveys, public opinion studies, or group meetings, and prepare reports to management on the course of action for ceremonies and special events.
Plans, designs, and conducts programs for special recognition events designed to improve employee morale.
Performs other duties as assigned.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with the principles, methods, practices, and techniques of event coordination; Develop an annual budget for events and special activities; Interact and respond to guests, civilian and military officials on social matters; Assist and interact appropriately with senior officials as well as dignitaries; Plan, coordinate, and implement official functions for executive leader's personnel and associated events for distinguished persons such as political appointees, executive leaders of federal departments, and other dignitaries; Coordinate special events; Schedule and attend meetings; Develop invitations, agendas and programs for ceremonies and functions; Provide expertise in hospitality management and concierge needs for the event experience; Draft policy changes and new procedures; Arrange and conduct tours; Plan, design, and conduct programs for special recognition events designed to improve employee morale.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree.

Physical Requirements: The work is primarily sedentary, although walking and carrying office files and other lightweight items are required also in some instances heavy lifting of equipment is required in carrying out the duties of the position.
