NEH is an independent grant-making agency of the government dedicated to supporting research, education, preservation, and public programs in the humanities.
Duties
Develops the annual budget formulation calendars, templates, and guidance for budget submission to the Office of Management and Budget (OMB) and Congress.
Works with the Budget Officer to formulate and prepare portion of the budget submission.
Compiles statistical and narrative material and responds to request from OMB and Congress.
Works with the Office of Planning and Budget Director on Enterprise Risk Management (ERM) implementation, staffs the ERM Governance Board, and follows up on activities that result from the ERM Board and related meetings.
Requirements
- Must be a U.S. Citizen
- Males born after 12-31-59 must be registered for Selective Service
- Suitable for Federal employment, determined by a background investigation
- May be required to successfully complete a probationary period, if not already completed.
- All applicants are subject to a comprehensive criminal background investigation, and required to submit to urinalysis to screen for illegal drug use prior to appointment
- All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice
- Status applicants for promotion must have 52 weeks of service at the next lower grade
- Time-in-grade requirements must be met by the close of this announcement
Qualifications
At the GS-12 level Qualified candidates must possess:1 year of specialized experience equivalent to at least the GS-11 level or equivalent experience.
Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: developing and preparing administrative and program reports to provide financial and statistical data on the use of agency resources and performance; ensuring budget narratives and supporting data meet the specifications prescribed by OMB and the House and Senate appropriations subcommittees; analyzing and monitoring the expenditure of one or more administrative budget resource categories.
At the GS-13 level Qualified candidates must possess:1 year of specialized experience equivalent to at least the GS-12 level or equivalent experience.
Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: utilizing financial management systems and software to manage, compile, consolidate, review and analyze data; prepare annual budgetary documentation and reports; interpreting and assessing the impact of new and revised legislation, regulations, executive orders, OMB guidelines and directives, and standards issued from other authoritative sources.
