About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4JLAA STRATEGIC SYSTEMS SUPPORT ELEMENT.
Duties
Serves as the Chief of a Civilian Human Resources Division responsible for oversight and administration of a brigade civilian human resources program.
Serves as a human resources technical expert who effectively builds courses of action to train and integrate new HR application and policy changes.
Analyzes information from management officials and conducts thorough independent research to explore alternative solutions applying an in-depth understanding of all civilian personnel management functional areas.
Works with budget analysts to ensure timeliness and accuracy of both budget and expenditures.
Assigns work to subordinates based on priorities, consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Represents the brigade at various manning related meetings, conferences, etc. both internal and external to the brigade.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TS/SCI clearance.
- Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph und psychological evaluation.
- Incumbent must sign a statement attesting to the understanding of DCIPS provisions.
- Travel may be required up to 25% of the time.
- Must be willing and able to participate in the organization's operations and training both CONUS and OCONUS.
- Must be willing to deploy to hazardous duty areas and/or combat zones in support of the organization's missions for periods of up to 120 days.

- Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location.
- Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
- Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11.).

1. Directing a Human Resources Management program by using a wide range of Civilian Human Resources concepts, regulations, and practices in internal/external recruitment and placement.
2. Management employee relations to provide technical advice to management and employees;
3. Evaluating and recommending appropriate solutions to complex interrelated Civilian Human Resources programs and proposed policy to determine the impact on the organization. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13).

Note:
This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization.
Position is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Sidearm training, when appropriate).
