This position is located in the Criminal Division, Information Technology Management (ITM) unit. The Criminal Division is seeking an experienced IT manager to serve as the Deputy Chief Information Officer/Principal Assistant Director. This position reports directly to the Chief Information Officer/Director of ITM and will supervise the IT operations for the Division through managers over enterprise operations, development, litigation support, network services, and IT service desk.

Duties

As Deputy Chief Information Officer, you will: Directly supervise ITM Assistant Directors and oversee all assigned employees through subordinate supervisors, including operational responsibility for work performed by contract employees. With the CIO, develop Criminal Division's IT goals, programs, and priorities by analyzing available and emerging technology and industry trends. Analyze resource requirements and develop approaches that will best support the IT and litigation goals of the Criminal Division. As a technical authority, consult, collaborate with and advise on a wide range of information technology, cybersecurity and enterprise architecture programs, planning, and agency/federal sector wide initiatives. Interface with senior executive service (SES) Criminal Division leadership to present and propose novel and progressive solutions to critical IT issues. Provide broad oversight to Criminal Division's e-discovery and e-litigation services. Partner with other IT managers to bring state-of-the-art and emerging trends in e-litigation to the Criminal Division. Develop and foster relationships with IT peers at other DOJ components to improve collaboration and the efficiency of sharing information for joint litigation and investigations. Plan, implement, and oversee the Criminal Division's enterprise level IT infrastructure, including engineering and technical support activities. Manage IT projects with high complexity or risk, such as agency-wide system integrations that include large­ scale enterprise resource planning. Develop and implement project management procedures, tools, templates, activities and infrastructure to be used throughout ITM and foster an environment where project management principles are practiced and followed. Establish high level process design requirements, work to eliminate inefficient and redundant processes, and optimize the use of organizational assets. Oversee and lead the development of policies, guidelines and standards for the planning, development, integration, implementation, and evaluation of IT systems and subsystems that meet overall information needs of the Criminal Division. Produce and provide key performance indicators and/or standards for all ongoing operations and maintenance activities across the Enterprise IT landscape, including direction for the automation of this reporting to executive leadership. Develop budget and resource requirements for ITM, provide necessary justifications, and ensure best use of scarce resources by promoting accountability and efficiency. Oversee management of customer support within the Criminal Division, a function chiefly carried out by the ITM Service Desk (ITSD) team. Qualifications

To qualify for the GS-15 level, applicants must have one year of specialized experience at, or equivalent to, the GS-14 grade level. Examples of specialized experience must include duties such as: leading IT project teams or programs in areas such as advanced systems software, hardware development or implementation efforts, cloud computing, or cybersecurity; applying agile or agile-like project management principles to large scale, complex IT projects; and communicating technical IT issues in business terms to management and leadership. In addition to specialized experience, applicants must also demonstrate proficiency in the following four competencies: Attention to Detail: Creates and reports on metrics and key performance indicators for executive reporting. Customer Service: Works with IT managers to assess needs, provide expert technical information, and collaborate on solutions. Oral Communication: Provides project briefing to senior management officials and persuades officials to accept recommendations. Problem Solving: Utilizes project management principles, proposes solutions to complex issues related to resources, project scope, and customer requirements. Selective Placement Factor:To qualify for this position, applicants must be proficient in (English) writing. An applicant's proficiency in (English) writing will be assessed through an online (USA Hire) writing assessment. Applicants who do not display a minimum level of proficiency on the USA Hire Writing Assessment will be ineligible for further consideration.
