You will serve as a Resilience Innovation Research Portfolio Manager with NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.
This position will be filled by one of the following job series: General Engineer (0801) or General Physical Scientist (1301).
This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The ND 03 pay band encompasses positions equivalent to GS-12 to GS-14.
Duties
You will perform independent studies or assignments, and/or participating as full-fledged members of teams assigned to complex programs or projects.
You will develop plans and make written and oral presentations to various interested personnel (e.g., contractors, sponsors, and managers) on program status, technical problems, scheduling, and costs.
You will represent the organization on technical committees developing general plans and procedures for carrying out projects.
You will coordinate infrastructure resilience efforts across the command, develop business strategies, maintain key relationships, and provide potential clients access to project/ partnership development and other engagement activities.
You will serve as the portfolio manager for the Infrastructure Resilience Innovation and Research program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying to the Professional General Engineer (0801) series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 to GS-11 or ND-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing project proposals and project transition strategies; 2) Coordinating execution of complex projects across multiple stakeholders; 3) Creating and evaluating business development plans and goals; 4) Developing and overseeing command-wide program policies/directives; 5) Assessing and reporting on progress, operational impacts, and mission accomplishments; and 6) Establishing and/or evaluating policy, legislation, regulations, protocols, and/or agreements to infrastructure resilience topics.

For the 0801 Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For the 1301 Series:
Successful completion of any of the following Degrees: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
A combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
