This position is located in the Defense Legal Services Agency, Office of Military Commissions. The Military Commissions Act of 2009 (MCA) establishes procedures for conducting and administrating Military Commissions. Pursuant to the MCA, the Secretary of Defense established the position of Director of the Office of Military Commissions (D/OMC).

Duties

Reporting to the Convening Authority (CA), for military commissions, the officer or official designed by the Secretary of Defense under the MCA to convene military commissions, the D/OMC oversees the administration and logistics of the Military Commissions, as well as the staff of the Office of Military Commissions (OMC). The OMC supports the Convening Authority, the Military Commissions Defense Organization, the Office of the Chief Prosecutor, the Trial Judiciary, and the Court of Military Commission Review. Major duties and responsibilities include, but are not limited to: Coordinates and manages activities necessary for the operation of Military Commissions. This includes managing any necessary travel, administration, logistics, and other support to and from Guantanamo Bay Naval Base, and executing the detail or employment of personnel as court reporters, interpreters, security personnel, bailiffs, and clerks. Coordinates with Military Departments and other appropriate organizations to fulfill requirements for personnel support to all relevant entities for functioning of the Military Commissions. Coordinates with the Assistant Secretary of Defense for Public Affairs on issues relating to media policy, escorts for national media representatives, and plans for media coverage of military commissions proceedings. Communicates with officials within the Office of the Secretary of Defense, other Government officials, members of the public, Members of Congress, and representatives of foreign governments, as appropriate. Develops and coordinates current and future funding requirements for the administration and operation of military commissions. Develops, maintains, coordinates, and exchanges data and information within the Department of Defense and with interagency organizations, as appropriate. Manages and supervises a staff of approximately 40 people. Performs other duties pursuant to the Regulation for Trial by Military Commission, and other duties that the CA may prescribe.

  • Must be able to obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI)
  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification, and must include your name. 1. Demonstrated experience and proven track record of overseeing and administering large and complex logistical and administrative operations and doing so in a collegial and collaborative fashion across large organizations. 2. Expertise and experience in planning, scheduling, and directing work operations, administering supervisory personnel functions, ensuring that the work of subordinate employees meets quality and quantity standards, and evaluating work performance. Time in grade is not required for Senior Level (SL) position. All qualifications and education (if applicable) must be met by the closing date of this announcement and clearly documented in your resume.
