This position is in the Health Professions Education (HPE) Office (HPEO) at the Oklahoma City VA HCS supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Duties

Major duties of this position include but are not limited to: Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects. Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc., for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques. Establishes the role of Disbursement Coordinator and provides the policy for the use of DA with academic affliates. Evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and use of OAA resources. Serves as disbursement coordinator responsible for communicating, establishing processes, and ensuring compliance with directives and related SOPs. Utilizes detailed knowledge of clinical academic polices and procedures and health care delivery systems to gather, assess, compile, synthesize and present information and advice in support of HPE programs and VA's academic mission. Completes and reviews the monthly EARs consolidation and calculations to ensure accurate educational activity reimbursement; works directly with the VA HPE site and program directors to collect required documentation of didactic, call, conference and leave schedules for reconciliation with the affiliate invoice Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation; evaluates and determines the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .specialized knowledge of health care operations principles and practices, HPE training programs, clinical disciplines and unique characteristics of HPTs, and related policies, regulations, and accreditation standards is required to effectively analyze, evaluate, administer, and advise on HPE programs and associated special purpose resource allocations; knowledge of OAA and HPE office operations and policies related to HPE programs, HPT academic affiliations and DAs along with a comprehensive knowledge of health care operations and HPE clinical academic program requirements, schedules, and financial practices to execute OAA and the facilities' disbursement processes and coordinate administrative processes in support of clinical operations; ability, experience, and knowledge to communicate clearly, logically, and concisely with all levels of VA and VA medical facility administrations, as well as to collaborate effectively with senior management within and external to VA specifically regarding DA procedures, HPE programs, VA and OAA data and reporting requirements; skilled in collecting, compiling, analyzing, tracking, and reporting data for a wide variety of audiences internal and external to VA. Ability to use VHA data sources such as pyramid analytics, CDW, VSSC and other VA or affiliate platforms; and knowledge and ability to apply current academic policy procedures and the ability to stay current on changes from associations, accrediting bodies, and OAA to administer the facility's special purpose funds and disbursement process. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level. Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade of GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...Specialized knowledge of health care operations principles and practices, HPE training programs, clinical disciplines and unique characteristics of HPTs, and related policies, regulations, and accreditation standards is required to effectively analyze, evaluate, administer, and advise on HPE programs and associated special purpose resource allocations; Thorough knowledge of OAA and HPE office operations and policies related to HPE programs, HPT academic affiliations and DAs along with a comprehensive knowledge of health care operations and HPE clinical academic program requirements, schedules, and financial practices to execute OAA and the facilities' disbursement processes and coordinate administrative processes in support of clinical operations; substantive and authoritative knowledge and expertise in supporting, analyzing, planning, coordinating, and executing multiple highly complex, high value clinical academic training programs simultaneously; resolves multi-faceted reconciliation issues; creating consensus with diverse groups; and manages change and relationships within the medical facility, OAA, and internal and external stakeholders. uses expert knowledge of OAA operations and systems to form sound and justifiable positions and processes to analyze and administer HPE program operations as required by policy; ability, experience, and knowledge to communicate clearly, logically, and concisely with all levels of VA and VA medical facility administrations, as well as to collaborate effectively with senior management within and external to VA specifically regarding DA procedures, HPE programs, VA and OAA data and reporting requirements; ability to suggest and draft local operating procedures for direct paid HPT processing and internal control procedures using knowledge of health care operations, HPE programs, and OAA policies; responsible for keeping the supervisor and other internal and external stakeholders up to date on policy changes and potential impact on educational programs and OAA resources; skilled in collecting, compiling, analyzing, tracking, and reporting data for a wide variety of audiences internal and external to VA. Physical Requirements: The work is sedentary, although some slight physical effort may be required.
