This position is located in the Department of Veterans Affairs, Veterans Health Administration, Office of Under Secretary for Health (10), Chief of Staff's Office (10B). The incumbent serves as a Health System Specialist to the VHA Chief of Staff (COS) and the Deputy Chief of Staff (DCOS) in support of both the 10 and 10B offices.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-14 At the GS-12 and GS-13, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-14 Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The primary purpose for this position is to provide expert advice on operational policies and assure these policies are coordinated with, and in support of, all administrative and operational functions required of the Offices of the Chief of Staff and the Under Secretary for Health.
The Incumbent performs the following major duties and responsibilities:
Serves as a link between VHA executive staff and key offices within VA, VHA, congressional offices and committees, other Federal agencies, and a wide variety of external groups and organizations, including the media.
Acts on behalf of the Office through daily contacts and by representing the Office at internal and external meetings on a broad range of issues that have direct and substantial policy bearing on VHA.
Reviews incoming raw data, written material, policy recommendations , and other information and analyzes the content to revise or refine the recommendation or text, and/or develop and propose alternative or new recommended course(s) of management action, as appropriate using high-level communication skills and methods.
Performs as the expert liaison on administrative policies and requirements for respective program offices. Evaluates and monitors administrative activities and makes substantive recommendations for program improvements.
Conducts executive review of correspondence in assigned areas requiring concurrence or signature of the USH, Deputy USH or top officials.
Assists managers in implementing actions designed to improve administrative operations or resources for a wide variety of areas.
Ensures coordination and follow up on personal requests by the Under Secretary for Health, the Chief of Staff, and the Deputy Chief of Staff for investigations, site visits, reports and other follow up actions.
Coordinates and prepares reports, briefing materials, white papers, and other correspondence for the Under Secretary to aid in discussions with top level officials internal and external to the Department.
Serves as a member of various committees as designated by the Under Secretary, Chief of Staff, Deputy Chief of Staff, or Executive Assistant.
Participates in department-wide studies and projects that could involve organizational planning and staffing, and makes recommendations.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You will qualify based on your meeting the requirements of the Individual Occupational Requirement and specialized experience as described below:
Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess:
An undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration,
OR
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience: GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing in-coming raw data, written material, policy recommendations, and other information and analyzes the content to revise or refine the recommendation or text, and or develop and propose alternative or new recommended course(s) of management action. Must possess knowledge of legislative policy issues and analysis in the veterans' health care context.

Specialized Experience: GS-13 You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience of the GS-12 along with a mastery of a wide range of qualitative and/or qualitative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; comprehensive knowledge of the range of administrative laws and policies regulations, and precedents applicable to the administration of one or more important public program.

Specialized Experience: GS-14 You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience of the GS-13 along with the mastery of Legislative policy issues and analysis in the veterans' health care context; communications policy and outreach and media relations in the health care context; policy analysis and execution; problem resolution skills and health -care policy analysis development and formulation processes of VHA.

Physical Requirements: The work is mainly sedentary; however, limited travel may be required. No special physical demands are required to perform this work.
