This position serves as the Administrative Officer for the Logistics Service within the VA Health Care System with administrative responsibility for the Logistics Service in a VA Health Care System and supported catchment area; has administrative responsibility, accountability, and oversight for the Logistics programs and activities across the full jurisdiction of health care systems. The Administrative Officer coordinates and implements all of the administrative activities of the service.
Duties
Major duties and responsibilities include:
Prepares accurate personnel documentation and personnel actions
Ensures performance ratings are submitted accordingly with regulatory guidelines
Oversees all aspects of human resources functions to include position descriptions, recruitment, employee/labor relations, training and other related activities
Monitors performance, suspense actions, and ensures issues are resolved
Manages budget formulation and execution for a changing budget of administrative expenses
Interprets administrative policies, developing local polices, defining administrative requirements, and/or providing advice
Prepares presentation materials related to financial, space, and equipment programs
Executes and monitors balances of fund control points
Provides advice to staff on human resources needs
Establishes internal procedures regarding deadlines, progress reports and directives
Develops and keeps all position descriptions, and organizational charts current
Maintains procurement and contracting records
Recommends actions to ensure economical and efficient use of equipment and other property
Assists with the negotiation of business agreements and contracts
Coordinates and conducts audits and inspections
Prepares necessary documents for the accession and de-accession of property
Prepares detailed procurement requests
Advises supervisors/managers on budgetary and finance issues
Acts as the Contracting Officers Representative (COR) to manages procurement and contracting functions for the department
Participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval
Oversees activities and purchasing records of Logistics staff
