This position is in the office of the Associate Chief of Staff for Research and Development, which provides support for active Research Investigators, VA personnel and non-VA personnel. The employee is a key member of the staff. This position is organizationally located in the Orlando VA Medical Center.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The employee will be the primary procedural, administrative and expert resource for the Orlando VA Medical Center (OVAMC) Regulatory Research Committees including but not limited to the Research & Development Committee (R&DC), the Subcommittee for Research Safety (SRS) and the Institutional Review Board (IRB) which reviews all research projects involving human subjects conducted by VA personnel. The employee will be the first resource for those seeking information regarding research regulatory policies, procedures, and submissions. The employee assists in the implementation of the Human Research Protection Program (HRPP), the Office of Research & Development (ORD) and the Office of Research Oversight (ORO) respective rules and regulations. The employee will assist in the preparation of institutional quarterly compliance reports for the Research Service. The employee insures that all the respective committees' actions and procedures are within the scope of all applicable local, ORD, ORO, and FDA regulations. The Research Service office maintains complete folders for all protocols. These files must always be complete and properly dated. The RCO, ORO, FDA and sponsoring drug companies have access to these files upon request. The employee will review all protocols as they are received in the Research Service office. The employee pre reviews new studies for content and completeness following local, ORD, ORO, and FDA requirements before forwarding them to the corresponding research committees. Qualifications

One (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of a Program Specialist GS-11. Specialized experience includes conducting research studies, analyzing findings, and making recommendations on operating research programs; providing administrative project management and administrative data quality control to assigned research projects; collecting, analyzing project data; preparing research project papers and staff reports; organizing and delivering briefings to managers regarding findings and recommendations; and preparing research committee agendas and other materials. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- Successfully completed a Ph.D., equivalent doctorate degree, 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. in a related field of study. This education must have been obtained at an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. -OR- An equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level.
