About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, Counterintelligence Command Headquarters located at Fort Meade, MD.
Duties
Serves as Data and Analytics Scientist for Directorate of Operations (DO), U.S. Army Counterintelligence Command (USACIC).
Responsible for the application of operations research and advanced data analysis and implementation techniques for Army Counterintelligence Operational Programs of Record.
Performs a wide range of complex analytical, mathematical and statistical research that inform operational requirements and provide options on how to best implement data-driven solutions for USACIC.
Plans and conducts, as data scientist subject matter expert within program management team for relevant research and analytical studies of USACIC programs of record to support critical operational problems and/or decisions for programs.
Identifies study’s objectives, defines requirements, metrics, measures of effectiveness, and expected outcomes; identifies and/or develops innovative and effective approaches and methodologies.
Applies advanced operations research and data science techniques for quantitative analysis, statistical analysis, forecasting, predictive modeling, prescriptive analysis, and optimization; and validates analysis and outcomes.
Maintains an understanding of USACIC key metrics and data sources of record.
Evaluates the performance of decision systems, models, and tools; involves peers and team members in analyzing strengths and weaknesses in performance, and spearheads pilots and planned functional or technical change initiatives.
Supports a data-driven culture throughout USACIC by conducting training and using marketing, to increase knowledge of data management and data analysis within the USACIC community.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with
eligibility for sensitive compartmented information (SCI).
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Temporary Duty (TDY) Travel may be required 25% or less of the time.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Basic Requirement for Data Scientist:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience in two or more of the following areas: 1) Performing mathematical and statistical research for operational analysis; 2) Utilizing data science and algorithms in producing operational analysis; 3) Recommending operational courses of action based on statistical analysis techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
