The primary purpose of this position is to provide professional-level computer science expertise to efforts to
identify and facilitate identification, exploitation, and application of methods, technologies, and tools to facilitate aggregation of knowledge and expertise the Command possesses in the areas of business needs, domain knowledge, analytical skills, and software and systems engineering.
Duties
Consults regularly with customer community representatives to identify, assess, and deconflict information about evolving CO operational requirements, with particular emphasis on challenges data science concepts and methods might successfully address.
Provides technical oversight and facilitation for a diverse program of exploratory and pilot/prototyping activities to critically assess the suitability and feasibility (both technologically and in terms of cost and risk) of emerging data science concepts, methods, and tools to address DoD cyberspace mission analytic needs.
provides technical oversight and guidance for other directorates' (e.g., J6, J9) and external partners' more in-depth efforts to integrate and implement data science concepts and methods for which initial feasibility was demonstrated via the initiatives described above.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI).

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph above, plus additional education or appropriate experience.
POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: work requires a knowledge base that prepares the incumbent to provide guidance for and substantively contribute to efforts to investigate and critically assess advanced and emerging methods and facilitating technologies, as well as proposed processes, algorithms, tools, and systems for use by the cyberspace program community to extract and interpret findings from varied structured and unstructured data sets related to the data science life cycle. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying mathematical and statistical theories, techniques, and methods, including those associated with computer science, to design, and construct new processes for modeling, interpreting, and reporting quantitative information, trends, relationships, and correlations among or within data sets to support operations to protect, detect, and mitigate IT and cyberspace vulnerabilities.
2. Knowledge of and skill in leveraging IT-based tools (e.g., data-driven algorithms, qualitative and quantitative statistical methods, data analytics, data modeling and simulation, data visualization, agile software development) to support military operations and missions.
3. Knowledge of methods, techniques, and processes supporting the digitization, integration, and optimization of processes, system components, infrastructure requirements, user experience design features, and test and evaluation methods sufficient to design, test, debug, and maintain complex data science-based tools and to provide technical guidance to other specialists performing similar activities.
4. Knowledge of complex information technology analysis concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems, applications, and tools, and to provide leadership for the successful vetting and integration with existing and anticipated infrastructure and digital environment.
5. Knowledge of and skill in application of program/project management principals and techniques sufficient to maintain cost, schedule and performance parameters, provide in-depth analysis and develop measures for accessing the return on investment and/or effectiveness of acquisitions and delivered capabilities.
6. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and significant human capital management functions.
7. Ability to communicate complex information both orally and in writing, clearly, concisely, and with technical accuracy, and to and maintain establish strong working relationships with individuals and groups.
