DCSA is looking for a Data Scientist who will support our agency's mission by providing innovated data-centric solutions to deliver integrated security services. The ideal candidate is adept at large scale data solutions designs, architectures, and implementations that enable and support data, analytics, and artificial intelligence capabilities simultaneously. This person has experience architecting solutions that include a variety of data, analytics, and artificial intelligence technologies.
Duties
As a DATA SCIENTIST (INFORMATION/DATA ARCHITECT) you will be responsible for the following duties:
Purposefully design and architect information and data solutions integrated with Enterprise Architecture and Enterprise Governance.
Drive the agency's evolution to modern data and advanced analytics capabilities.
Leverage data architectures to design mission-driven, "composable" enterprise class data-centric solutions that optimize data availability and use to meet numerous mission needs.
Develop designs and architectures using technology agnostic capabilities, e.g., data modeling, data security and obfuscation, data quality, data integration, data storage, master data management

All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. In accordance with the Individual Occupational Requirements for this series, Data Science Series 1560 (opm.gov) to qualify for this position you must possess one of the following basic requirement by 10/02/2023
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advanced knowledge and experience designing and architecting information and data solutions, integrated with Enterprise Architecture and Enterprise Governance, to drive the agency's evolution to a modern data and advanced analytics capabilities, while also having experience leveraging data architectures as a strategic planning capability. Significant experience designing data centric solutions for enterprise class that optimize data availability and use across multiple missions/organizations constrained by laws, regulations, policies, and business rules. Developing data solution through technology agnostic capabilities such as data modeling, data security and obfuscation, data quality, data integration, data storage, master data management, enterprise metadata management, data marts (physical and virtual), enterprise content management, search and discovery, and analytics. Patiently communicate complex and abstract concepts in a way that is easily understood by the organization to drive transformation efforts.
Specifically you will be evaluated on the following competencies:
1. Data Management: Plans, develops, implements, and administers systems strategies for the publication, identification, analysis, storage, maintenance, integrity, retrieval and sharing of enterprise data using knowledge of computer hardware, software, and systems.
2. Data Systems and Management: Plan, develop, implement, and/or manage the collection, storage, maintenance, integrity, and/or retrieval of data.
3. Enterprise Architecture: Knowledge of principles, concepts, and methods of enterprise architecture to align information technology (IT) strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
4. Project Management: Develop, schedule, coordinate, and manage projects and resources to monitor and inspect costs, work, and performance.
5. Research and Data Analysis: Ensure the organization's compliance with research and data analysis guidance are met and are up to date.
