This position is located in the Department of Health and Human Services, Program Support Center, Budget Office, located in Rockville, Maryland.
Duties
Formulates and develops future budgetary requirements for the complex mechanisms of support, using historical data, trend analysis, and relevant funding patterns of the agency.
Maintains, tracks, and updates internal financial control systems in conformance with the Anti-Deficiency Act and directives of the Department of Treasury, OMB, HHS, and PSC.
Oversees all facets of the fund management function; in particular, budget execution, funds allocation, and funds control.
Analyzes specific budgetary and fiscal areas of special concern and recommends procedures and methods for change, many of which require continuing or long-range analysis.
Provides advice and recommendations on all aspects of budget to agency program officials and managers.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirement as noted below.
Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
Performing financial management and budgeting to analyze broad programs;
Analyzing potential effects of budgetary actions on program viability and attainment of program objectives;
Formulating budget estimates and preparing and editing narrative and budget justifications;
Analyzing financial and budgetary data to ensure accuracy and develop recommendations; and
Applying knowledge of the sources, types, and methods of funding, to analyze the use of funds and funds availability.
