The primary purpose of this position is to directly support and assist the DAF through the development and implementation of all correspondence management policies and procedures for all DAF senior leaders, Headquarters DAF Staff, Secretariat, Headquarters United States Air Force Staff (Air Staff) and Headquarters the United States Space Force Staff (Space Staff).

Duties

Performs the activities of the Information Workflow Management Branch (SAF/DSE) across the Department of the Air Force. Monitors workflow compliance as the Executive Secretariat for United States Space Force (USSF) and the United States Air Force (USAF). Represents SAF/DSE with the entire DAF Headquarters population, major commands/field commands Directors of Staff, Field Operating Agencies, Direct Reporting Units, and with Office of the Secretary of Defense and Joint Staff executive staffs. Participates in special projects and initiatives and performs special assignments. Research issues that impact organization, installation, command, or agency.

  • Work may require travel away from the normal duty station on military and commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying qualitative and quantitative techniques and concepts for gathering, analyzing, and measuring effectiveness and efficiency; specialized areas within the DAF, Department of Defense command and organizational structure, related to organizational management, strategy, and communications; generating and applying new concepts in planning, conducting, and evaluating long-range projects or proposals; organize and coordinate thorough, systematic, professional efforts which may involve multidisciplinary approaches; working directly with senior members of all military branches in examining and developing policy options; planning and coordinating long-range studies of DAF organizations, rules, and procedures; applying a wide range of qualitative and/or quantitative methods for the assessment of data and improvement of program effectiveness; DOD and civilian policies, congressional review procedures and program tracking processes for program management oversight. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Skilled in the ability to evaluate and assess program effectiveness at all echelons of command, prepare reports on accomplishment of program objectives, support a detailed integration effort, and develop recommendations while representing a wide variety of viewpoints. Knowledge in effective communication. Communicates with tact and diplomacy, orally and in writing, to advocate positions to respond to critics of the organization's functions or performance; to explain programs, functions, and activities and gain understanding logically and effectively of the organization's efforts by concerned parties; and persuasively interact with other senior management to negotiate complex issues, programs and functions with people have varying levels of understanding. Knowledge and skill in experienced planning and ability to independently manage short and long-term projects and to cultivate and sustain positive working relationships to project completion. Knowledge of analytical and evaluative methods for the assessment and improvement of program planning and evaluation, to include knowledge of Air Force mission, goals and objectives. Extensive skills in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
