Duties

If selected for this position, you will perform a wide range of administrative and analytical duties in one or more assigned phases of the budget for the United States Attorney's Office (USAO), i.e., budget formulation, presentation, and execution. Analytical duties involve annual USAO budgets, and may involve both short and long-range USAO fiscal needs to support plans, programs and litigative activities. You will provide advice and recommendations to USAO management on relative costs and benefits of alternative methods of financing program and administrative operations; and implementing legal and regulatory controls over allotments, obligations, and expenditure of funds in approved budgets. Typical work assignments will include: Gathering and consolidating narrative information and statistical data needed for budget operations and financial reporting. Researching legal, regulatory, program, and budgetary information. Monitoring and tracking obligations and expenditures for the office. Verifying that obligations and expenditures occur on a timely-basis in accordance with regulatory controls. Providing information based on the products of the financial management system. Analyzing expenditure data to identify variables affecting costs. Preparing annual administrative budgets and operating plans. Providing a wide variety of budgetary reports. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-7: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, a combination of Education and Experience, OR Superior Academic Achievement. Specialized Experience: One full year of specialized experience equivalent to the GS-5 level in the Federal Service or public or private sector. Specialized experience is defined as experience performing budget or financial management work which demonstrates a basic knowledge of commonly used budget and finance principles, practices and methods to perform a range of routine budget execution, formulation, and financial reporting. Specialized experience include: Gathering statistical data needed for financial reporting, reviewing the accuracy of budget and program data, monitoring obligations and expenditures, and compiling budget requests, conducting periodic reviews, identifying any problems or issues involving the obligations process, monitoring and tracking commitments, obligations and expenditures, verifying they occur on a timely basis, in accordance with the regulatory controls and within amounts programmed. Education: One full year of graduate education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration). Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. Superior Academic Achievement: Possess a Bachelor's Degree or expect to complete the requirements for a Bachelor's degree within the next 9 months AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society. GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in the Federal Service or public or private sector. Specialized experience is defined as experience performing budget or financial management work which demonstrates knowledge of budget and finance principles, practices and methods to perform budget execution, formulation, financial reporting, and internal control functions. Specialized experience include: performing the following types of tasks: monitoring and tracking obligations and expenditures and ensuring they are properly maintained, performing complicated accounting operations and procedural work in support of accounting, budget or fiscal operations, assisting in the preparation of budget estimates for an organization, reviewing program fund requirements and determining fund allocations and drafting a wide variety of budgetary reports using complex computerized spreadsheets and various software. Education: One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. Interagency Career Transition Assistance Plan (ICTAP): The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
