About the Position: This is a permanent, supervisory position with the Humphreys Engineering Center Support Activity (HECSA), Resource Management Office, Budget and Programs Execution Branch located in Alexandrria, VA.
Duties
Directs and oversees the formulation, justification, and execution of the budget for operating programs, including the HQ's, US Army Corps of Engineers and Humphreys Engineering Center Support Activity property and facilities budgets.
Participates in long-and short-range program planning, including establishing program goals and objectives.
Stays abreast of the needs of each supported Field Operating Activity (FOA) and USACE to make resource allocations, i.e., manpower and dollar allocations, and to negotiate and monitor Interagency Support Agreements.
Participates in the overall financial management of major programs, and provides advice, guidance, and assistance in all major functional and program areas.
Supervises staff engaged in both program planning and analysis and the procedural and technical aspects of budget administration in the presentation, justification and review of both obligation and cost- type budgets.
Performs guidance and direction to elements of the HQ's, US Army Corps of Engineers and subordinate field offices on funding controls and limitations in execution of approved programs.
Performs a broad range of supervisory and personnel management responsibilities including planning work to be accomplished by subordinates, setting priorities, and preparing schedules for completion of work.
Evaluates performance of subordinates giving advice, counsel, or instruction to individual employees on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 3 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: planning, directing, and managing budgetary administration activities in the formulation, presentation and justification to secure budgetary resources; formulating, presenting and justifying secure budgetary resources; overseeing of subordinates engaged in program planning, analysis, procedural and technical aspects of budget administration activities; providing financial management, technical assistance, and problem solving advice as well as providing advice on the financial implication of various policies, directives, regulations; performing a full range of supervisory and personnel management responsibilities for assigned subordinates; and exercising effective communication skills by providing presentations, briefings and reports of all financial management responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
