This position is located in the Department of Defense (DoD), Office of Inspector General (OIG), Mission Support Team, Financial Management Office (FMO). The incumbent will serve as the Budget Execution Chief; plans, coordinates, and executes all budget functions, in support of the OIG and FMO missions.
Duties
Oversees the execution of the DoD OIG's operating budget ensuring that funds are properly allocated and managed effectively in support of authorized objectives in compliance with financial policies and regulations.
Recommend adjustments to accounts in response to changes in programs, staffing levels, and/or funds available. Review and analyzes distributed resources to identify areas requiring management’s attention.
Reviews, analyzes, and interprets legislation, Congressional language, OMB directives, and DoD Regulations, OSD Program Decision Memorandum (PDM) and Program Budget Decisions (PBD) for impacts on OIG programs and budget.
Develops the OIG Budget Estimate Submission (BES) and Program Objective Memorandum (POM). Reviews the budget and program requirements with OIG senior leadership. Analyzes detailed data to ensure that resources are appropriately allocated.
Assists in the preparation for budget hearings, presentation and defense of estimates before the DoD Comptroller, the Office of Management and Budget (OMB), and Congressional oversight committees.
Assigns and schedule assignments to ensure effective and prompt success of priority work without adverse effect on regular and recurring work. Identifies improvements to production and quality of work.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as security designation level such as Noncritical Sensitive. Incumbent is required to obtain and maintain a secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- This is a DoD FM certification-coded position. The incumbent must achieve certification in accordance with (IAW) the DoD FM Certification Program instructions.
- Incumbent must be able to obtain and maintain the DoD Financial Management Certification within a maximum of two (2) years after initial entry into the certification program.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience:
Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as:
(1) Experience with the Planning, Programming, Budgeting, and Execution (PPBE) process and financial management systems.
(2) Experience planning, preparing, analyzing, executing, and briefing senior leaders on the budget program and other financial matters.
(3) Experience interpreting and applying concepts, principles, practices, laws, and regulations of budgeting and/or accounting to provide leadership resource decision support.
(4) Experience managing a broad range of financial services including budgeting, resource allocations and spend planning, accounting, statistical analysis and automated reporting.
(5) Experience providing oversight budget and fiscal programs, execution of resources; maintain fund control from initial reception of resources to final execution and ensures funds are committed, obligated, and expensed in accordance with statutory, OMB/DoD Regulations and policies through the complete lifecycle of resources.
(6) Must have supervisory experience, and oral and written communication skills.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
