The NASA Shared Services Center (NSSC) is seeking a highly qualified individual to join their team as a Lead HR Specialist, for the Human Resources Services Division (HRSD) in the Agency Services Branch. You will be responsible for planning, developing, and carrying out the full range of HR Informational Systems (HRIS) and programs at the NSSC.
Duties
As Team Lead: advise/guide and coach HR Specialists; monitor/report on work progress; represent team to the supervisor; oversee/report on work accomplishments, performance, issues, training needs; recommend corrective actions as needed.
Serves as coach and facilitator in coordinating team initiatives, policy implementation, and consensus building.
Conducts briefings, presentations, and/or training on rulings, decisions, or responses to inquiries having broad Agency-wide impact.
Performs validation, analysis, comprehensive evaluations, and proposes recommendations to all levels of management to resolve a variety of complex, controversial, and sensitive topics affecting the application and processing of actions/cases.
Utilizes various HR applications and products, like integration technologies (Application Programming Interfaces (API), Java, SharePoint, web services etc.) to connect multiple Internal and external systems custom on-premises and cloud solutions.
Analyzes and interprets system requirements and proposes updates or new procedures that impact HR, as well as administrative and managerial operations, processes, and procedures.
Plans and develops long-range objectives and milestones for IT projects that involve substantive, mission oriented programs, such as projects implementing Agency-wide applications and/or changes to IT infrastructure.
Develops and modifies complex queries, debugs code, and uses various databases, business intelligence tools and enterprise products.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing oversight of multiple human resource information systems (HRIS), to include administration, and creating dashboards and analytics to guide and support data-driven decisions for senior leaders;
Applying technical HR and information system expertise to provide advisory and consultative services and resolve human capital issues and making recommendations for complex issues based on sound interpretation of data, rules, regulations, guidelines and best practices;
Developing and maintaining interactions with stakeholders through presentations or communications to promote information sharing, collaboration, and proactively resolving issues.
