The primary purpose of this position is to serve as Defense Chemical, Biological, Radiological, and Nuclear (CBRN) Response Force (DCRF) Command, Control, Communications, Computers (C4) Plans, Operations, Exercise, and Training Planner for Joint Task Force Civil Support (JTF-CS) and C4 planning specialist on DCRF and Defense Support of Civil Authorities (DSCA).

Duties

Command subject matter expert for joint cyber and C4 planning and execution of two to six annual exercises supports USNORTHCOM and U.S. Army North (ARNORTH) missions. Acts as a Joint Communications Control Center (JCCC) Operations Officer during all JTF-CS, USNORTHCOM, and ARNORTH sponsored events, exercises and operations. Serve as the Director's subject matter expert on Joint C4 Training of JTF-CS J6 personnel. Serve as the Command's subject matter expert on joint cyber and C4 training requirements. Serves as JTF-CS J6's Joint C4 Equipping and Force Development expert. Provides critical input and validation on the development of Joint Mission Essential Equipment Lists (JMEEL) to accurately characterize the equipping requirements for units identified to support DCRF operations. Participates in CBRN Response Enterprise and DSCA operations; may deploy to hazardous locations.

  • A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance as a condition of employment.
  • Position designated Non-Combat Essential and is a KEY position IAW DODD 1404.10. This position is vital to the success of wartime/contingency operations. KEY positions removed from military recall status if alternate is unavailable in an emergency.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
  • May be required to wear an organizational civilian uniform with appropriate footwear and other PPE to be issued by the organization. Work may require employee to drive a government motor vehicle. Valid driver’s license is required.
  • May be required to work non-traditional duty hours which includes evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
  • Frequently, incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone (Government furnished). Incumbent must also participate in any “call back” drills conducted by the organization (unless on leave).
  • May require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States. Travel may be on very short notice and may be under field conditions.
  • Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for long TDY under field conditions. Dietary or religious requirements may not be accommodated.
  • Must be able to don NBC protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee’s safety, and remain until conditions are declared safe. Grooming standard must be compatible with equipment.
  • Vaccinations and medication necessary to deploy to, and operate in, a CBRNE contaminated environment are required IAW NNCI 44-163 as a condition of employment. Maintaining a current and medically deployable status is a condition of employment.
  • Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee’s plan must allow for the possibility of deployments of at least 30 continuous days or more.
  • A pre-employment medical exam is required. Position requires moderate physical exertion involving possible use of firearms, and exposure to inclement weather. Position has Deployment requirements for CBRN response IAW NNCI 44-163 and DoDI 6490.07.
  • Must meet the requirements specified on the SF-178 Certification of Medical Examination. Certification of medical readiness is required annually as a condition of employment. Any condition that causes the employee to be a hazard is disqualifying.
  • Must immediately report to his supervisor any significant changes in health status and/or medication requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Joint communications planning; Communications systems and employment; Current local, state and federal emergency and contingency operations and planning; The operations of Department of Homeland Security (DHS), National Guard Bureau (NGB), Federal Emergency Management Agency (FEMA), other state and federal emergency management organizations and USNORTHCOM, the command and control systems used in these centers that support joint training, exercises and operations; interagency telecommunications policies, procedures; Communications regulations, services, and instructions to ensure telecommunications services are interoperable and in compliance with applicable regulations and instructions; Telecommunications planning and execution tools; And joint C4 planning, development, execution and evaluation of operations as it pertains to satellite communications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of C4 DCRF and DSCA operations and exercises as used by DoD, the Joint Staff, other Combatant Commands and Services. Knowledge of local, State and Federal law enforcement and emergency services structures and relationships, and emergency and contingency planning. Knowledge of the joint C4 planning, development, execution and evaluation of operations, exercises and special events. Knowledge of computers, computer systems, collaboration systems, processes and automation software. Skill in effective oral communication; Skill in written communication; Skill and/or certification in JMEEL, JCRM, and JOPES utilization. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; develop recommendations; originate new ideas, projects, and methodologies; and package the entire process in briefings, papers or reports to communicate complex technical information to leadership. Ability to plan and organize work and coordinate with other personnel to include communicating effectively both orally and in writing, negotiating complex issues, and maintaining good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
