This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). It is established to analyze and advise management on policy-related matters, the effectiveness of program operations, and/or the productivity and efficiency of program operations. This position is inside the bargaining unit.

Duties

Engages in strategic communication and information sharing with OA staff and apprenticeship stakeholders to promote, establish and expand the use of quality apprenticeship programs across the country. Conducts initial outreach and follow up on referrals with potential business customers, provides ongoing support and technical assistance to customers in achieving program development and establishment of apprenticeship programs. Plans, implements and supports marketing and outreach efforts to promote expansion of the use of apprenticeship across the country. Ascertains the need for, conducts research, and performs necessary analysis to determine program goals, methods, new innovations, and opportunities for different approaches to acquisition issues. Plans, develops, and conducts acquisition management support and financial analyses of current or projected contracting programs. Plans and conducts both short and long-term projects and planning efforts which directly affect DOL and ETA acquisition management policies, procedures, or processes. Establishes overall goals, objectives, and milestones. Researches all directives, regulations, legislation or other material pertinent to the program area. Collaborates and consults with OA management and DOL's Office of the Solicitor (SOL) in developing legally correct written products, including (but not limited to) regulations, sub-regulatory guidance, circulars, and Training and Employment Guidance Letters (TEGLs). Assists in completing contract activities including the development of RFPs or FOAs; pre-solicitation requirements, award roll-out activities; and post-award implementation activities. Develops knowledge of management systems for evaluating and monitoring performance of investments. Maintains and improve knowledge around evaluating and monitoring performance of investments by attending all pertinent trainings, including but not limited to FPO training, COR/PM trainings, Appropriations Law, and other trainings as offered by DOL/ETA and OA. Develops plans with milestones for administration of each assigned contract and/or grant program. Employee is considered the subject matter expert and prepares all position papers and verbal or written presentations in these specific areas.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

For the GS-13 grade level: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience must include all of the following: Experience managing workforce development grant and/or cooperative agreement programs; and, Technical knowledge of registered apprenticeship and its associated investments; and, Developing, drafting, and executing complex funding opportunity announcements, policy guidance, or technical assistance for workforce development programs; and, Conducting qualitative and quantitative analyses and making recommendations based on workforce development program data.

Education

There is no substitution of education for the GS-13 level.
