This position works with the Veteran Transportation Service Supervisory Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veteran Transportation Services program. The tree major areas of responsibility are: 1. Scheduling, Data Collection, & Tracking Support; 2. Consult Management responsibilities; 3. Program Support responsibilities.
Duties
Major Duties:
Distributes workloads equitably among the clerks, check status of work and makes necessary adjustments. The lead keeps the Supervisory staff aware of any backlogs or unusual problems and routinely provides reports of work accomplishment and productivity to the supervisor.
Assist the Beneficiary Travel Supervisor with correctly determining with of several fund control points to utilize, obligation fund, maintaining manual and electronic accounting records, preforming regular reconciliations, and adjusting account balances.
Investigates authorizations, orders and/or utilizes the computerized patient record system (CCRS)to review medical record, forward for supervisory approval and, submits all document for payment utilizing appropriate control points for reference.
Responsible for explaining regulate guidelines to beneficiaries for submitting and unauthorized ambulance claims to the VA Medical Center for consideration of payment.
Assists with the arrangement for all modes of transportation via air ambulance , commercial air, taxi, ambulance, bus, and/or contracted transport services.
Liaises with counterparts at several VA medical centers to arrange commercial and air ambulance transportation of organ transplant patients.
Reviews request for reimbursement of travel costs for assuring compliance with regulations and procedures completeness, accuracy, internal consistency, and agreement with basic authorization. Reconciles Vouchers Against Authorizations for accuracy prior to preparing certification of payment.
Instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.
Give on the job training to new employees in accordance with established procedures and practices.
Work Schedule: Monday - Friday, 7:30 AM - 4:30 PM or 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying thorough knowledge of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments; preparing and producing written instructions, and a variety of correspondence; AND using automated systems to organize and maintain travel documentation and records.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds
