The Product Owner position is located in the Department of Program Services (DPS), Court Services Office (CSO), Operations Division, Case Management Branch. The CSO is responsible for the management of resources, programs, and services related to court administration and case management. The Operations Division provides day-to-day operational support for appellate, district, and bankruptcy courts and court units.
Duties
This position will report to the Branch Chief in the Case Management Branch, Court Services Office (CSO). The CSO is seeking a self-motivated individual to serve as an experienced product owner to represent system user needs as the judiciary builds, supports, enhances, and modernizes its case management system(s) for appellate, district, and bankruptcy courts. The incumbent will serve as a liaison between the courts, Agile software development teams, AO managers, and will employ user-centered design methods to gather business requirements from various types of system users and ensure that those requirements drive the development of functionality for the system(s). The ideal candidate must have superior oral and written communication and presentation skills.

Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in software or service solution in user-centered design and experience in Devops/DevSecOps development environment.
Highly Desired:
At least 5 years of experience developing requirements or supporting users in a software development environment.
Serving as a product owner or in a similar role.
Knowledge of courts and public users' requirements for case management and case filing systems.
Knowledge of court and public use of IT systems to manage cases, file documents, and/or obtain public access to court records.
Experience working with Agile teams and proven ability to handle open-ended problems and support early product definition.
Strong customer service, presentation, and communication skills.
A proven track record in systems analysis.
Excellent analytical and problem-solving skills
