This is a TEMPORARY, INTERMITTENT position NTE 1 year/1040 hours located in various bureaus throughout the Department of State. During periods of transition, extended absences of senior staff members and critical stages of budget preparation, the incumbent will provide assistance to the Budget Officer.
Duties
Provide a full range of budget oversight, control and execution for assigned budget areas.
Review and analyze requests for apportionments, transfers, and allotments. Recommend the approval or disapproval of requests for allotments and similar funding requests.
Make recommendations on all financial areas affecting the overall management and planning of AF programs; participates in the evaluation of overseas program activities.
Assist in the formulation of the OMB and Congressional budget estimates and the presentation of budgets.
Provide analysis, expert advice, and technical assistance of financial matters to program officials, managers, and resource administrators.
Review, analyze, consolidate, and revise budget execution plans.
Requirements

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
EXPERIENCE applying financial management theories and principles.
EXPERIENCE coordinating annual and multi-year budgeting in support of bureau budgets and it geographically dispersed overseas missions.\
EXPERIENCE understanding the Departmental Federal budget process and Congressional budget process and appropriation law.
EXPERIENCE formulating recommendations and strategies for budget formulation, presentation, and implementation.
EXPERIENCE managing projects and/or programs utilizing the Federal budget process.
There is no substitute of education for specialized experience for the GS-13 position.
