About the Position: The person in this position will serve as the Administrative Support Specialist for a non-clinical care Deputy Command of a major military medical treatment facility. The person will provide a full range of administrative services to the staff within the Deputy Command and will plan, coordinate, and perform a variety of management and administrative functions in support of the Deputy Command in the areas of personnel, budget, administration, and procurement/logistics.

Duties

Serve as a focal point from which administrative documentation is obtained and disseminated. Serve as principal liaison for civilian personnel matters for the department. Serve as liaison for personnel payroll management and utilization. Serve as a facilitator for the Department’s Union Partnership meetings by coordinating invites, reserving meeting rooms, scheduling meetings, preparing meeting agendas, and preparing meeting minutes. Serve as the department’s billing official. Review all incoming administrative directives emanating from local authorities, higher headquarters, separate commands, etc and determine specific implementing action(s) required. Manage the Department’s share drive to maximize efficiency for users. Initiate and/or coordinate personnel actions for recruitment, promotions, status changes, disciplinary actions and separations. Manage time and attendance by monitoring and reviewing overtime, leave usage, and payroll. Assist with development and submittal of fiscal year budget requests. Prepare and/or submit documentation to support requirements to include annual budgetary requirement and Unfinanced Requirement (UFR) documentation submittal resulting from new departmental programs or initiatives. Certify credit card purchases and ensures credit card purchase practices and documentation is in compliance with government, hospital and department policy and procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes utilizing a variety of computer programs to manage and/or track files or records; managing administrative issuances and/or correspondence related documents; developing and/or implementing administrative procedures on application of government issuances/instructions and forms management; resolving discrepancies in administrative policies to ensure compliance; and providing training and/or guidance to multiple departmental staff regarding the process of updating the medical centers policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources, or Healthcare Administration. (You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementComputer LiteracyManages and Organizes InformationProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
