This position is located in the Prosthetics and Sensory Aids Service of the Dayton VA Medical Center. The position is the primary point of contact for the Veteran for inventory dispensation, as well as assisting the Service Chief with developing, planning, and implementing all administrative programs and services for the Service. This includes, but is not limited to, budget monitoring, workload and program data analysis, preparation of a variety of correspondence.

Duties

This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility employees; 2nd Area of Consideration - VA Nationwide applicants; 3rd Area of Consideration - CTAP Duties Include: Initial point of contact for Prosthetic Administered Programs paperwork drop off. The position will be the initial contact for the Veteran receiving items from inventory. Monitors, receives, tracks, interprets, and analyzes Prosthetic Consults, and prescriptions (VAF 10-2431) for items, services and home medical equipment from physicians, therapists, medical center personnel, patients or their representatives. Respond to correspondences from a range of sources, including congressman, veterans, contractors. Acts as Service timekeeper. Ensure staff has submitted requests accurately and timely, and Supervisors have reviewed and approved leave time requests timely. Ensures timecards are processed in accordance with facility timeframes. The position tracks several different fund control points to monitor the balances, status of obligations, and recommend funding allocations. Procures Office supplies and equipment within the micro purchase threshold as defined by VHA purchase card procedures. Ensures pending requests are posted to the suspense log and enters data to verify the workload statistics used to determine facility funding for Prosthetic activities. Screen all calls and visitors, answering most questions and completing most business involving established policy or routine matters without referring to the Service Chief. Work Schedule: Full-Time, Monday - Friday, 8:00am - 4:30pm, subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with Prosthetics administrative programs; clothing allowance program, automobile adaptive equipment program, and home improvement and structural alterations benefit; experience interpreting and adapting guidelines such as agency policies, regulations, precedents, and work directions for application to specific cases or problems; experience using English grammar, spelling, and punctuation to correct obvious errors in draft material; experience using computer programs to produce appropriate documents, i.e. Microsoft Office products; experience preparing reports, analyses, responses, initiate actions etc; skilled in interacting effectively with high level contacts with visitors and callers from such organizations as: congressional offices, state and local officials, and high ranking staff in various contractor organizations; experience interacting effectively with individuals with varied backgrounds and different situations, and is sensitive to cultural diversity, race, gender, disabilities and other individual diversities; and the ability to routinely lift up to 20 lbs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically, the position sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items up to 20 lbs. Keen hearing and distinct speech are essential due to the extensive use of the telephone or video calls as a means of communication. No special physical demands are required to perform the work.
