About the Position: Serves as Supervisory Budget Analyst within the Transportation Working Capital Fund (TWCF) Budget Division, under the direction of the TWCF Budget Division Chief. Responsible for a full range of budget actions involving the Transportation Working Capital Fund.

Duties

Develop long-range budgetary requirements based on established policies and concepts. Develop specific policies applicable to the compilation and presentation of budgetary requests Interpret complex legislative and related policy guidance to determine the effects on the Departments budget. Provide advice and guidance to subordinate agencies pertaining to budget policy. Conduct meetings and discussions with key officials and partners to determine relative importance and soundness of budget requests. Manage the review and analysis of planning programming and budgeting data for accuracy and compliance. Analyze requests for apportionment and reprogramming taking into account the flexibility, character and changing requirements of the individual programs. Lead employees in providing advice, assistance, on-the-job training and instruction on job requirements. Plans work to be accomplished, sets priorities, and established schedules for work completion .Perform a full range of supervisory duties and/or responsibilities. Develop budgetary plans, policies, and procedures to implement higher echelon financial management directives. Establish and maintain financial management policies and procedures to establish audit compliance and preclude statutory and regulatory violations. Investigate problem areas in budget execution at the earliest practicable time and recommends solutions. Provide budget oversight for the Command's unique cost accounting system to determine the workload and systems implications of new or revised budgetary data requirements. Initiate personnel actions involved in the recruitment, selection, promotion, transfer, commendation, and/or disciplining of subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450. Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
