This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Payroll Operations Division (POD). The incumbent serves as the Payroll Support Management Branch (PSMB) Chief and is the principal manager responsible for providing technical and functional maintenance for POD automated applications.
Duties
Identifies, analyzes, designs, and manages functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
Works with Systems Analysis and Client Support Branch in developing functional specifications, database requirements, coding, testing, and implementation of new applications and upgrading existing applications of the Alpha Data System.
Serves as the Payroll Operations Division's (POD) principal liaison with the OCIO on computer interface-related matters, including the coordination of passing data between the POD's servers and other internal and external computer systems.
Leads functions involving planning, design, program development, testing, implementation, maintenance, modification, and documentation of automated payroll systems and applications.
Provides troubleshooting and day-to-day assistance to users on processing problems encountered in the automated systems.
Identifies efficient use of system resources and provides for solutions that address bottlenecks related to hardware and software CPU, memory and disk resources.
Works with expertise in contingency and continuity planning, testing and training; certification and accreditation and other security-related activities, records management; change management; corrective and preventive actions.
Qualifications
At the GS-14 level, you must meet the following qualifications:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: experience providing technical guidance and/or lead functions for the management and operation of the Payroll Operations Division (POD) Alpha Data System (ADS); experience coordinating with the OCIO; developing maintenance requirements; monitoring computer performance; making recommendations for replacement, enhancement, or reconfiguration of ADS hardware and software; developing and recommending policies and procedures to ensure adequate data protection and system security.

You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may not be substituted for specialized experience at the GS-14 grade level.
