The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to Veterans Health Administration's academic mission and Office of Affiliations strategic plans.

Duties

Major duties include but is not limited to: Serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance with policy and standards of practices Decreases enterprise risk by mitigating inconsistent and inaccurate disbursement processes Administers tasks and procedures required between the VA and affiliates including establishing Distribution Agreements (DAs), tracking the time Health Professional Trainees (HPTs) spend at the VA Verifies valid affiliation agreements, rate and stipend schedules , processing transactions through VA financial systems and reconciliation of educational activity records (EARs) Evaluates programs and processes for discrepancies to determine efficient and compliant program operations and use of resources Serves as the facility EARs champion on training , national calls and surveys Uses EARs record and data and analysis to recommend redistribution of resources, forecast HPT position allocation needs for subsequent academic year and formulate long range budget needs and excess Manages the special purpose academic fund and HPT reimbursement processes Synthesizes data, trends, opportunities for presentations to facility leadership, academic organization using graphs, flowcharts and other techniques Validates complex calculation for accuracy of reimbursement of trainee activity with analysis of relevant documentation Receives applicable clinical and educational (work hours) activity record data from clinical services with HPT rotations covered under DAs Manages evidence documentation to complete annual reporting method for verification of the site's compliance with policy Research and troubleshoot reconciliation issues to identify and recommend resolution Gathers, assesses, compiles, synthesizes and presents information and advice in support of the Health Profession Education (HPE) programs and the VAs academic mission Contributes to the effective management and growth of local programs and affiliates to attract HPTs with the goal of eventual recruitment into VA clinical provider positions Extracts, analyzes and organizes data rom multiple sources to create reports for ongoing monitoring of resources, reports or special projects Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals and special budgetary requirements Advises HPE management of decision making processes with the research, collection, compilation, analysis, presentation and management of data and HPE program information Maintains awareness of new policy related to budget, personnel and procurement to provide analysis, training and recommendations to enhance HPE operations Collects, consolidates and provides analysis of data to prepare justification for FTE, funding and budget planning purposes Evaluates trends and provides recommendations for future planning Conducts special projects related to performance/process improvement to include rapid improvement events and new/revised policy or program changes Other duties as assigned The duties listed are at the full performance level of GS-12. Applicants hired at the GS-11 grade level will perform all duties at a developmental level. Work Schedule: Monday - Friday, 7:30 am to 4:00 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Position Description Title/PD#: Health System Specialist/PD99452-S and PD99451-S Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below: - Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required). OR,- Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special provision for in-service placement: The successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included (Copy of formal individualized training plan required): Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirement requirements, applicants must also meet the specialized experience requirement as described below: GS-11 grade level: One year (52 weeks) of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources or special projects; advise management's administration about healthcare education programs; Maintains awareness of new policy related to budget, personnel, and procurement to provide recommendations to enhance department operations. OR Education: Applicants may substitute education for the experience required for the GS-11 levelwith A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcript Required OR Combination of Education and Specialized Experience: Applicants may also combinegraduate level education beyond the first 2 years (36 Semester Hours) and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-12 grade level: One year (52 weeks) of specialized experience (equivalent to the GS-XX grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources or special projects; drafts standard operating procedures (SOPs), developing and administering training for staff, and advising on regulations; serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance with directives and related standard operating procedures (SOPs); Formulates long range budget needs and excess.; Conducts oversight and analysis of department service budget and account balances to avoid delinquent obligations, identify opportunities. and utilize funding according to budget plans; identifies gaps in policy compliance through review and assessment and makes continued recommendations for overall program improvement; Ensures policy compliance with national and local policies. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
