This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Perform a variety of realty acquisition, management or disposal transactions that encompass complex properties, transactions, or problems, typically requiring in-depth analysis of issues and possible alternatives, supporting either the civil works program or the military program.
Duties
Acquire property and/or interests in real estate property for public lands programs and/or water projects, or for use as general office space, special-purpose space, or general-purpose storage space.
Determine condition or build-out of leased space (HVAC and electrical requirements, permanent/partition walls, a layout plan, etc.); inspect work and services; work with architects, engineers, and property managers to assure reasonable cost.
Conduct realty planning and draft reports pursuant to Title 10 and other legislative and regulatory requirements.
Oversee administration of a wide variety of transactions and agreements including but not limited to easements, leases, permits, concessions, licenses, utility rights-of-way, railroad crossing agreements.
Assure that boundary and title data concerning each property is accurate and complete, and all environmental and historic preservation issues have been appropriately addressed.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-9: Specialized Experience: One year of specialized experience which includes: Applying knowledge of Federal real estate laws, regulations, and procedures to complete Federal real estate transactions such as acquisition, management, or disposal; Assisting with acquisition of property and/or appropriate interests in real property, in connection with public lands programs and/or water projects; Utilizing knowledge of appraisal principles and practices to informally estimate the value of property; Using real estate automation systems, such as Real Estate Management Information System (REMIS) or similar, to enter and extract data.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11: Specialized Experience: One year of specialized experience which includes: Applying Federal real estate policies and procedures to resolve unique or potentially controversial Federal real estate issues; Advising property owners, clients, lessors, and professionals in the private sector on real estate transactions supporting Federal civil works or military programs; Utilizing appraisal knowledge and expertise in the process of planning and negotiation acquisitions, and in the process of coordinating and reviewing the acquisition of professional appraisals; Entering and extracting real estate data using automated system, such as Real Estate Management Information System (REMIS) or similar.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
