This position is located in the Department of Health and Human Services, Program Support Center, Real Estate, Logistics, and Operations Services (RLO), located in Washington, District of Columbia.

Duties

Administers, implements, and monitors procedures and controls to ensure background investigations (BI) are requested and conducted for employees or applicants is consistent with position risk designations and national interests; determines the adequacy and completeness of BIs; provides advice to personnel management specialists and program officials on the type of BI required for positions. Performs necessary data entry functions and inquiries relating to the Identity Management System, and OPM and/or Defense Counterintelligence and Security Agency (DCSA) related systems and databases such as the electronic questionnaire for background investigations processing, the clearance verification system, and the personnel investigations processing system. Identifies and corrects irregularities and inadequacies noted in ISBS programs. Initiate BIs for new hires in accordance with position designation requirements established in OPM regulations and agency directives. Ensures all required information is provided and request missing information in established timelines. Reviews and adjudicates preemployment checks and background investigations to determine suitability/fitness eligibility and logical/physical access authorizations. Conducts personnel security interviews of applicants to resolve questions concerning derogatory information disclosed or developed as part of the preemployment check and suitability background investigation. Conduct technical and quality control reviews for BIs submitted, rejected, or discontinued or performed; Support all processing activities and processes as assigned to include, but not limited to fingerprint submissions and reviews, reciprocity requests, initial and re-investigative requests, developing and maintaining related reports pertaining to Background Investigation submissions, rejections, and adjudications. Provides authoritative guidance, information, and assistance on personnel security policies and procedures. Responsible for all aspects of the onboarding and lifecycle management (continuous vetting) process. Conducts research of personnel security information using DCSA's Clearance Verification System to verify an individual selected has a prior background investigation and/or security clearances. Verifies the appropriate level of background investigation being requested and ensures the position sensitivity designation/record is included in the case file. Ensures that electronic fingerprints (SAC) are initiated and pre-employment clearance determination is made prior to entry on duty. Serves as e-QIP (Electronic Questionnaire for Investigations Processing) and/or Electronic Application (eAPP) initiator, reviewer, and approver ensuring that all new applicants/appointees complete e-QIP/eAPP processing prior to entry on duty. Educates Individuals on the pre-clearance process and what will be expected of them; assists with the completion of the necessary paperwork. Reviews and ensures that all submitted paperwork meet acceptability criteria and takas appropriate action to resolve discrepancies or incomplete information. Maintains a personnel security tracking system/database in accordance with department requirements. Reviews derogatory and/or conflicting information from personnel security application documents and SAC reports. Seeks additional information/documentation from the individual to clarify questionable or discrepant Information. Analyzes totality of information obtained and makes recommendations. Provides preliminary finding of unsuitability e.g. with non-compliance issues.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.Minimum Qualifications:GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Initiating and reviewing background investigations in an electronic background investigation system; Collecting appropriate background information and processing follow-up actions on various security related matters; Maintaining and reviewing databases and reports on background investigations; and Assisting/supporting with the establishment or troubleshooting of security credentials or other identity verification tools. OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing 3 of the 4 duties listed below: Providing recommendations regarding the hiring of applicants, retention of incumbents ,and termination of those determined unsuitable; Gathering and coordinating records of evidence in support of proposed personnel security and suitability actions and decisions; Providing guidance on personnel security regulations, directives, and policies or providing information and assistance to management; and Ensuring activity in issuing security credentials or other identity verification tools are compliant with rules and regulations. OR a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field directly related to the position or a combination of the required experience and education for this grade level.GS-12: You must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing 3 of the 4 duties listed below: Providing recommendations regarding the hiring of applicants, retention of incumbents ,and termination of those determined unsuitable; Making determinations to grant, deny, revoke, suspend or restrict credential vetting determinations consistent with suitability issues; Ensuring activity in issuing credentials are compliant with rules and regulations; and Planning, coordinating, and/or providing guidance on personnel security regulations, directives, and policies.
