This Program Specialist position is located at the Cheyenne VA Health Care System (CVAHCS) in the Center for Employee Development (CFED) Service), serving as the Employee Engagement Officer for the Department of Veterans Affairs reporting directly to the Associate Chief Nurse of Education/Designated Learning Officer and will be responsible for the Employee Engagement Program at the CVAHCS. The incumbent serves as a resource to the Executive Leadership Team, services, and employees.

Duties

Duties include, but may not be limited to the following: Serves as a facilitator and coach of the Executive Leadership Team, facilitating communication and building team cohesion and engagement as needed. Reconciles conflicts between basic policies and program goals. Serves as a consultant regarding the appropriate uses and limitations of personnel measurement devices, or survey techniques in gathering data for use in organizational planning, recruitment, selection, development, and full utilization of staff, or development measures of employee morale, productivity, or similar matters. Collects relevant information from varied sources to interpret meaning and evaluate findings and uses information to help services develop strategies to resolve problems. Incumbent offers services to include 360/180 degree assessments, coaching/mentoring, the All-Employee Survey, FEVs, Best Places to Work, and individual development plans. Works with leadership to conceive and implement new initiatives and projects to strengthen, facilitate, and integrate the organization. Incumbent plans and/or accomplishes special projects that address specific client needs to improve engagement and moral of employees. Participates in special projects, ongoing analysis, investigations, and initiatives that have an elevated priority for high level management across the VHA. Conduct classroom or other group-setting instruction and identify ways to incorporate work based learning for participants in these projects as well as for client organizations. Serves as a principal specialist responsible for the administration, coordination, and policy implementation of the performance appraisal and incentive awards programs. Provides management advisory services in coaching, counseling, recognizing top performers, and taking appropriate actions on performance issues. Provides staff-level interpretations, advice, and guidance concerning Federal laws, executive orders, directives, and decisions of OPM. Serve on CVAMC and VISN 19 committees as assigned. Establishes and maintains effective relationships with professional medical center staff, administration, and support services. Maintain databases and spreadsheets for the Education Department Participates in interdepartmental activities/trainings Facilitates Customer Service trainings Work Schedule: Monday - Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Subject matter expert in the development, implementation, application, and evaluation of systems and strategies in the areas of leadership development, organizational development, employee development, work climate, learning, succession planning, and workplace assessment. Provides process consultation, task facilitation, action inquiry, coaching, mentoring, and team building for clinical and administrative employees of CVAHCS and oversight of assigned local programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have an Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Must submit Transcripts to support claim of meeting education requirement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a sufficient combination of experience at/or equivalent to the GS-09 level or higher and graduate education in excess of the amount required for the next lower grade level, in a field directly related to this position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, but does require some periods of standing, walking and bending. The position requires regular use of typical office equipment including phone, multi- functional device and computers. Work is performed in a variety of office settings. However, there is exposure to communicable disease, physical/verbal abuse from disturbed/distraught patients, family members, and visitors. Safety precautions are necessary. Work also requires frequent travel by automobile between local sites and occasional overnight travel to distant locations.
