This position is located at the St. Cloud VA Healthcare System (STCVAHCS) in St. Cloud, MN. The duties and responsibilities are carried out throughout the St. Cloud VAHCS and affiliated Community Based Outpatient Clinics (CBOCs). In conjunction with the Records Management Officer, The Alternate Records Officer is responsible for the STCVAHCS Records Management Program.
Duties
Duties for this position include but are not limited to:
Alternate Records Officer promotes records management practices to Health Care System management and staff thereby elevating the system's information governance program in accordance with NARA and VHA policy.
Performs records inventories, quality control and compliance inspections, and audits to ensure Health Care System records are properly managed. Identifies and reports problems and deficiencies in individual services along with required corrective actions to the Facility Records Officer.
Joins forces with Regional Counsel, Information Security Officer, and IT on all litigation holds to include searches, determinations, documentation, and implementation of processes for administering legal holds and the resumption of records destruction.
Designs and develops inventory file plan organizations using a variety of inventory and file plan systems and meta data repositories and educates end-users on how to implement and use these advanced technologies.
Works in conjunction with the Facility Records Officer to maintain the facility records inventory in conjunction with the Records Management Officer. Identifies records for destruction according to RCS 10-1 and certifies and observes the destruction of official records.
Responds to information requests, inquiries, and complaints, and initiates investigations and evaluations of facility operations to identify and recommend solutions to specific and systemic problems.
provides subject matter expertise regarding records and document preservation process. Serves as a facility point of contact and advisor for the maintenance and/or disposition of documents not included in an approved VA/VHA SORS (e.g., temporary records, non-records, working papers, personal papers, etc.) program and acts as a facility point of contact for management of unscheduled records.
Work Schedule: Monday - Friday 08:00 - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: providing administrative support to an organization, such as timekeeping and managing supplies; maintaining records and/or databases of various types; managing staff and appointment schedules; preparing a variety of correspondence (such as memoranda, reports, brochures, etc.); and utilizing various software systems to collect/report on statistical data.

Physical Requirements: The work is predominately sedentary in nature with some walking, bending, carrying books, binders or files. Intense concentration is needed when performing all aspects of work to ensure accuracy and efficiency.
