Duties

The primary purpose of this position is: To serve as a the senior planner and Subject Matter Expert in the Cyberspace Operations Branch of the J3 Cyber Division in the Directorate of Operations (J3) at Headquarters, United States Special Operations Command (HQ USSOCOM). Formulates and leads joint planning, support requirement development, operational coordination, request for support and operational support facilitation, execution, and assessment for the enterprise's operations in the cyber domain in order to attain Combatant Command (CCMD) strategic and operational level objectives as part of the HQUSSOCOM Staff. Duties: Cyber Operations Planning and Execution Support. Assists the Command with cyberspace operations to ensure situational awareness, and effective Offensive Cyber Operations (OCO). Coordinates with other branches and external organizations. Develops operational assessment materials. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

  • Position is designated special-sensitive and incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • A bachelor’s degree is highly desired.
  • The employee may be required to work other than normal duty hours.
  • Incumbent may be recalled to duty for crisis planning.

Qualifications

Conditions of Employment Cont. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods; knowledge of military and joint structure, missions, programs and organizational relationships and program goals and utilization of objectives, management and organizational techniques, exercise planning and processes for use in a wide variety of analytical cyber force readiness evaluations and studies; expert knowledge of analytical techniques and evaluation criteria to the measurement and improvement of program/mission effectiveness and/or organizational readiness; and expert knowledge of the plans, processes, tactics, techniques and procedures pertaining to cyber operations and unit cyber training activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery and knowledge in joint and service planning processes, deliberate or crisis action planning. Expert level knowledge of cyber operations, organizations, goals and objectives. 2. Knowledge of cyber operations to perform analytical studies and prepare reports, briefings, documentation, and correspondence to articulately communicate factual and procedural information. 3. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 4. Knowledge regarding communications-computer system requirements, SOF and USCYBERCOM Cyber Component tactics, techniques and procedures, the SOF Information Environment (SIE) enterprise architecture, along with an in-depth knowledge of current and projected threats (as depicted by the intelligence community) to the SIE and mission essential systems (KT-C, MRT-C). 5. Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to SOF and CCMD operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
