The Training Specialist is responsible for a variety of continuing education activities and reports to the Designated Learning Officer (DLO). Directly responsible for the development and implementation of continuing education activities, resources, and services, and coordinating these to ensure all aspects are following established Medical Center goals and guidelines. In addition, the Training Specialist provides support for program development activities of Medical Center staff.

Duties

This position is covered by American Federation of Government Employees (AFGE) bargaining unit. Per the Master Agreement, the Area of Consideration will be: FIRST - The Administration or VA Staff office posting the vacancy. SECOND - Any other internal candidates of the Department. THIRD - From among properly ranked and certified candidates or from any other appropriate source. Duties typically include, but are not limited to: Collaborate with Human Resources to facilitate New Employee Orientation. Serve as a liaison between Education Service Line and employees. Communicate with service line managers, employees and human resources. Maintain current and tracking database on the mandatory TMS report. Enters, revises, sorts, calculates and retrieves data using databases and/or spreadsheet software such as Microsoft Access, Microsoft Excel, Microsoft PowerPoint, Microsoft SharePoint or Microsoft Word. Collaborate with the On-Boarding team to facilitate effective on-boarding. Responsible for tracking TMS compliance and Basic Life Safety/Adult Care Life Saving compliance. Will coordinate BLS training with SMES. Collaborates with the Education Service Line Leadership for all matters related to Education. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, you must meet one of the following: Specialized Experience. You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree with a major study in education or a subject area related to the position to be filled or 2 full years of progressively higher-level graduate education leading to such a degree in education or LL.B. or J.D., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate education with a major study in education or a subject area related to the position to be filled. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You will be rated on the following Competencies for this position: Attention to detail Customer Service Oral Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements. The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, driving, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
