This position serves the Designated Learning Officer (DLO) assigned to the Employee and Nursing Education Department, Employee Education Section at the VA Pacific Islands Health Care System (VAPIHCS), Spark M. Matsunaga VA Medical Center and reports to the Nursing Education Chief or designee. The incumbent performs a variety of program analysis work in the Spark M. Matsunaga VA Medical Center.
Duties
DUTIES OF THE POSITION INCLUDE BUT ARE NOT LIMITED TO:
DLO coordinates the conception, design, development, implementation, and evaluation of the facility learning programs and ensures alignment with the overall organizational mission and vision.
Oversee daily operations and management of employee education, clinical and administrative training programs, staff development and professional continuing education, and learning resources ensuring it's efficiencies and effectiveness.
Provides technical assistance, consultation, and guidance to the organization entities, regarding the development, extension, and improvement of educational studies, programs, systems, strategies, and services.
Serves as liaison to ensure that the organization's views and interests are promoted with respect to current and emerging policy issues as well as development and implementation.
Provides informal feedback periodically evaluates employee performance, resolves informal complaints and grievances. Develops work improvement plans, and recommending personnel actions as necessary.
Provides guidance and assistance with HR functions such as filling vacancies as they are developed and works with the other members of the service line in interviewing and selecting job applicants. Collaborates with program managers to develop position descriptions and functional statements for Employee Education positions.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Provides advice and counsel to employees related to work and administrative matters promoting well-being characteristics of empathy, listening, stewardship, and commitment to personal growth to others.
Work Schedule: MONDAY THROUGH FRIDAY 07:30AM - 04:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in 1. above.
GS-12 Grade Requirements: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of the broad functional area of education and employee development, including continuing education, staff education, and workforce development; and skill and experienced judgment in applying, developing criteria or requirements for evaluation, Knowledge of the overall mission, functions, and organization of the Department of Veterans Affairs, the Veterans Health Administration, VISN 21, and VAPIHCS, including agency program operations, processes, goals, and objectives, Knowledge of the theories, principles, functions, and processes of management and the organization of work to conduct studies of work processes in various organizations to identify, analyze, and recommend solutions to problems or to develop planning guidance, Ability to research problems and issues, including evaluating the content of new or modified legislation, regulations, and policies to determine their impact on programs or resources, Judgment in problem solving. Skill in training, facilitating, and managing cross disciplinary teams that are working on sensitive, confidential matters and making decisions with large degrees of uncertainty, Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking to (other sites, buildings or services within the medical center), standing, or carrying of light items such as manuals or files. The work does not require special physical demands. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, and supply rooms. The work is typically performed in an adequately lighted and climate-controlled office work area is adequately lighted.
