Serves as a Supervisory Health Systems Specialist - Assistant C&P Manager. Responsible for assisting the Credentialing and Privileging Manager with the operation of the Credentialing and Privileging Program Office at the Ann Arbor Veterans Affairs Medical Center (VAMC) or Health Care System (HCS) and is responsible to provide extensive support in the management of Credentialing and Privileging program activities.

Duties

Duties include, but may not be limited to the following: Assists the Credentialing and Privileging Manager with oversight of all functions related to healthcare providers' professional credentials supporting all divisions of the Medical Center. Working collaboratively with local and VISN leadership to identify and/or implement best practices and advising Medical Center leadership of all program requirements pertaining to the Credentialing and Privileging program in collaboration with the Credentialing and Privileging Manager. Ensure quality assurance and assist the Credentialing and Privileging Manager with providing oversight for the Medical Center Credentialing and Privileging program. Assists the Manager with outlining the VAMC Credentialing and Privileging Program goals and objectives, identifies risks, supervise the Credentialing and Privileging office specialists, ensures training and education, and completes second level reviews as appropriate. Provides direct technical and administrative supervision to subordinate unit employees in the VAMC's Credentialing and Privileging Office. Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's Credentialing and Privileging program. Develops, modifies, and/or interprets performance standards. Provides advice, counsel, and instruction to employees on work and administrative matters. Identifies developmental and training needs of employees. Hears and resolves issues and complaints from employees, referring group grievances and more serious unresolved complaints to higher-level officials as needed. In the absence of the C&P Manager, serves as the primary consultant for the facility's Credentialing and Privileging program. Applies organizational and system-wide strategies for continuous quality improvement as they relate to Credentialing and Privileging processes and procedures. Implements mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures as well as quality of customer service. Assists with developing, coordinating, and recommending changes for the improvement of workflow in the program or section area. Performs other duties as assigned. In order to qualify for this position, you must meet the following requirements by the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This position has an Individual Occupational Requirement (IOR). An IOR is part of the minimum qualifications for this occupational series. In order to meet the IOR you must have: Undergraduate and Graduate Level Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration., OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement., OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the VetPro software and its functionality and VetPro policies; detailed working knowledge of the VA health care and credentialing industry, including medical-legal issues and laws, regulatory standards as related to credentialing, privileging and peer review, and other national standards; experience providing consulting and guidance to local leadership on all matters pertaining to the facility's Credentialing and Privileging program; experience providing consultation and guidance to local VA leadership on all matters pertaining to the VA's C&P Program; broad knowledge and skill in Staffing regulations/requirements for health care practitioners for compliance with a range of National and Local Handbooks, Directives, MOUs, Policies, Medical Bylaws, etc.; internal and external regulatory and accrediting agencies such as TJC, CARF, URAC, NPDB, etc.; VetPro and other databases; experience developing, analyzing and coordinating short, mid and long term range plans and programs in support of the facility C&P Program; experience managing the functions for appointment, reappointment, special advancement for performance/achievement, and change in status for VA providers. (This experience must be well documented in your resume or application package). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree orLL.M., if related to the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You will be rated on the following Competencies for this position: Administration and Management Interpersonal Skills Technical Competence Quality Assurance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
