Duties

Reports to the DSCO Chief of Business Operations over program areas that ensure integrity across DLA business areas to achieve and maintain DSCO objectives. Collects status reports as required from other DCSO Sites Office points of contact, acting to determine availability of resources and requirements to carry out business area objectives of DSCO. Conducts comprehensive studies to analyze organizational, functional, or procedural problems associated with assigned programs and develops recommendations to increase effectiveness and efficiency of operations. Coordinates and maintains all project planning documents for DSCO business tracking for reporting to J7 Directors. Develops and implements a wide variety of studies, analyses, evaluation assessments that relate to the actual and potential impacts that the new Center of Excellence initiative/project/program will have on the business objectives. Assists the organization with programming, analysis and control of funds; evaluates program funding plans and their execution, identifying actual or potential problem areas. Coordinates and potentially delivers DSCO position papers and fact sheets to management. Develops required spreadsheets, presentations, briefings, functional descriptions, system/subsystem specifications and other related documentation to DSCO management.

Qualifications

To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Conducting organizational studies with the intent to increase operational effectiveness and meet business objectives - Evaluating program funding plans and their execution to identify potential deficiencies - Developing spreadsheets, presentations, position papers and other supporting documentation to deliver to management in support of assigned program area Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
