The primary purpose of this position is to serve as Chief of the Force Development Integration Division, responsible for developing and synchronizing Air Force-wide Force development policies and programs and supervising, directing, organizing and exercising control over military and civilian employees assigned to the division.

Duties

Plans, organizes and directs the activities of the Force Development Integration Division. Designs & implements processes to set AF requirements for Airmen within the Continuum of Learning (training, education & experience). Force Development Governance & Process Alignment. Manages, plans, organizes and executes the Force Management & Development Council governance structure and process, including execution of meetings and coordination of subordinate panel efforts. Senior Leader Development. Reviews, validates and improves the senior leader development portfolio to ensure senior leader development investments are maximized and aligned with the Continuum of Learning. Representing the Division & Program Communication: Establishes, maintains and enhances contacts with SAF/[-[AF counterparts, JVIAJCO!VI Al s, Joint Commands, AF/Al & AFPC leadership, action officers and other customers. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures and directives of management.

  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must be able to obtain and maintain a Secret clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes managing the development of enterprise-wide Force Development policies and programs, development and utilization of advanced information technology systems to implement policies and use of a variety of strategic communication media to provide actionable guidance to Air Force personnel at all organizational levels. Includes Air Force policy development and advisory services to key HAF and SAF executives and commanders in the field FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of USAF, DoD, and Federal programs, practices, guidelines, regulations, and laws relating to military and civilian personnel Force Development. Knowledge of the missions, roles, functions, organizational structures, and operation of DoD, AF, and organizations that govern, interface with, and/or influence Force Development policies and programs. 2. Knowledge of civilian and military personnel policies, practices, and procedures, including EEO/EOT and diversity initiatives. Skills in analyzing issues and formulating solutions to issues that often have very high visibility. 3. Ability to manage several priorities, many of which have SecAF/CSAF interest, and adjust workload of subordinates as needed. 4. Knowledge of safety and security regulations, practices, and procedures. Skills to plan, organize, and direct the functions and staff to meet program and Air Force objectives. 5. Ability to communicate well both orally and in writing, clearly, concisely, and with technical accuracy. Ability to deal with others in situations that require the utmost tact and diplomacy. Ability to supervise, mentor, and motivate subordinate staff members. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
